Retiree Healthcare Stakeholder Solutions Working Group (Federated City Employees' Retirement System)

The City of San Jose provides retiree healthcare benefits to eligible employees. As contained in the San Jose Municipal Code, employees are eligible for retiree medical insurance coverage at fifteen (15) years of service. Even employees with 15 years of service in the Federated City Employees' Retirement System who leave City service prior to retirement can qualify for retiree medical insurance upon retirement. For eligible retirees, the benefit provides for 100% of the premium cost for the lowest priced plan available to active employees. This structure results in the long-term cost of retiree healthcare benefit being tied to the rising cost of healthcare. The City and employees share the cost of funding the retiree medical benefit on a 1:1 ratio.

Recognizing the importance of funding the retiree healthcare benefit, in June 2013, the City and the nine Federated bargaining units in the Federated City Employees' Retirement System entered into a Side Letter Agreement to establish a Retiree Healthcare Stakeholder Solutions Working Group. The goal of the Working Group is to develop options that lead to long term solutions. Participants in the Working Group will be the City, a representative from each Federated bargaining unit, a retiree representative, and a representative from the Executive Management and Professional Employees (Unit 99).

The first meeting of the Working Group is scheduled to take place September 26, 2013. Each subsequent Working Group meeting will take place the first and third Thursday of the month, through December 31, 2013. The parties have selected Tom Morrison from the Segal Company to facilitate discussion and assist in the development of long-term options.

Please note that the public is welcome to observe the Working Group meetings; however only the designated representatives will be able to participate in the Working Group, and there will not be an opportunity for public comment.
