2011 Pride of San José Honorees Recognized at the 2012 State of the City
Mayor Chuck Reed recognized recipients of 2011 Pride of San José Awards, along with honorees from each of the Council Districts, at the 2012 State of the City that took place on the evening of Feb. 9 at the Civic Auditorium. The Pride of San José honorees represent the highest level of public service and commitment to the City of San José and its residents. Honorees are chosen by the City Manager from nominations submitted by Department Directors and other Council Appointees.
City Manager Debra Figone selected the following eight teams to present with 2011 Pride of San José awards based upon the Employee Values of Integrity, Innovation, Excellence, Collaboration, Respect and Celebration. Below you will find all of the honorees listed along with the project descriptions.
Diane Doolan-Diaz,
Office of Independent Police Auditor
Diane Doolan-Diaz is an outstanding example of the City Values of Innovation and Collaboration. Thanks to Diane, the Independent Police Auditor’s office is the first police oversight agency in the nation that has a Teen Advisory Council to create a stronger connection with young people. In addition, she overhauled our “Student’s Guide to Police Practices” and is now working to distribute it to more than ten thousand San José freshmen – an unprecedented collaboration among our schools, City Hall, the Police Department, and the IPA. Thank you, Diane, for your initiative to help our young people and our law enforcement work together.
Operations and Maintenance Staff at the San José/Santa Clara
Water Pollution Control Plant
The Operations and Maintenance Staff of the San José/Santa Clara Water Pollution Control Plant is being honored for the City values of Integrity, Excellence and Collaboration. This 149-person team is responsible for reliably processing wastewater 24/7 from 1.3 million residents in San José and eight other cities. They protect our environment; keep our community safe; and support the prosperity of Silicon Valley. Under challenging conditions, our staff consistently performs high-quality work, and all of them are committed to meeting rigorous environmental standards. Congratulations!

Library Volunteer Coordinator Joan Young and the Library’s Volunteer Engagement Team spearheaded the recruitment, training and retention of high impact volunteers who have enhanced the services offered at our libraries. This has ranged from providing docent services at the King Library to organizing cultural events at branch libraries. Working in partnership with the State Library system, Joan and her team have become leaders for libraries throughout California. They truly represent our City Values of Innovation and Collaboration.
Led by the Envision San José 2040 General Plan Update Team, San José successfully completed a complex four-year effort to update San José’s General Plan. This bold and innovative plan will guide the City’s development over the next three decades. The project has been recognized by the urban planning profession for its innovative strategies, outstanding commitment to public participation, and the creative use of technology to effectively engage more than 5,000 community stakeholders. The Envision San José team truly exemplifies the City’s Values of Innovation, Excellence, and Collaboration.

The Senior Nutrition Program Transition Team stands out for the City values of Collaboration and Innovation. The team, which worked with representatives from the County of Santa Clara and community organizations, found a cost-effective way to help meet the nutritional needs of our seniors during these difficult budget years. Their creative solution transitioned the City from a “cook-on-site” program to a regional-cooking model, with minimal impact to seniors, This new model allowed the City to continue serving nearly 1,000 hot meals a day, while saving $600,000 dollars!

The Landscape Maintenance Service Team has found new ways to keep San José clean and free of weeds and debris, while minimizing the use of City resources. The team has converted landscaping on median islands and roadside parcels to simpler, lower maintenance landscapes and enlisted community volunteers to assist at 78 different locations. In addition, they have partnered with the County Department of Correction’s Alternate Work Program, which has contributed 34,000 hours of participant labor a year. These may be difficult times, but they’ve led to creative solutions from the landscape maintenance team.

Last spring, the Convention Center Financing Team closed an innovative bond transaction to finance the $120 million expansion and renovation of the San José McEnery Convention Center. This effective public-private collaboration brought together many partners to enhance a facility vital for the economic success of our community. The Team combined new hotel tax revenues with support from the City, the Redevelopment Agency, and Team San José to achieve excellent bond ratings and a successful sale. Now under construction, the convention center will become a more attractive, more efficient, and more competitive facility that brings more meetings to San José and more business to our downtown. The project is a perfect example of the City values of Innovation and Collaboration.
