Mayor
Reed has joined with Oakland Mayor Ron Dellums and San Francisco Mayor
Gavin Newsom to sign a regional agreement setting ten measurable goals
to reduce carbon emissions and preserve the local environment.
While each city has separately led many environmental projects, this
regional agreement will allow the cities to partner in developing

Falcon Season Begins at City Hall
For
the third year in a row, Clara, a rare Peregrine Falcon, has returned
to her nestbox located on top of a ledge on the 18-floor San Jose City
Hall.
In recent months, Clara has been joined by a new male companion,
Esteban Colbert, who was named by falcon fans for Comedy Central star
Stephen Colbert.
Clara has once again delivered eggs, with the first on Thursday March
12. A total of four eggs have appeared. Last year, three chicks, named
Cielo, Meyye and Mercury hatched on Earth Day. Falcon Fans are able to watch a live feed of the nestbox or learn more about Peregrine Falcons by visiting the City Hall FalconCity Hall Falcon Page Page or the Santa Cruz Predatory Bird Research Group.

California Clean Tech Open Comes to San Jose
Dedicated to turning great green ideas in viable businesses, the
California 2009 Clean Tech Open was launched in San Jose on March 19.
Bringing together legislators, entrepreneurs, venture
capitalists, and business leaders, the Clean Tech Open hopes to have
100,000 Clean Tech jobs in California in the next five years. In October 2007, the San Jose Green Vision set a goal of creating 25,000 Clean Tech jobs in San Jose alone by 2022. More information on the California Clean Tech Open can be found on their website, cleantechopen.com

Share Your Thoughts on Downtown San Jose
In an effort to strengthen the Downtown area, the San Jose
Redevelopment Agency is inviting community members to participate in an
online survey to solicit their thoughts and preferences.
With three distinct surveys: Shopper, Business Owner, and Office
Employee, questions are asked about retail services and how businesses
can better serve the needs of local consumers. The survey will be available until April 10. It can be found on the Redevelopment Agency website by going to redevelopmentworks.org and clicking on the survey button on the right column.

Mayor Reed Releases March Budget Message
Facing a $61 million budget shortfall in the next fiscal year, Mayor
Reed has released his March Budget Message to the City Council,
outlining measures to reconcile the large budget gap while working to
increase future revenue. The Mayor's Budget Message
calls for the City to continue its focus on public safety by preserving
funding for school crossing guards and continuing to make progress on
the goal of adding 100 police officers by 2012. The Mayor also
encourages investment in economic development opportunities that will
create jobs and build the City's tax base. San Jose is expected to receive
federal funds from the American Recovery and Reinvestment Act that will
help in areas such as repaving streets, homelessness services, funding
police officers, and investing in energy efficiency. Despite this
influx of funding, the City will still face eliminating services and
jobs to close the budget shortfall.
Similar to last year, Mayor Reed is recommending that meetings on the
proposed budget be held in each City Council district to allow
residents to provide direct input and get involved in the process. The Mayor's March Budget Message is scheduled to be voted on by the City Council on March 24.

San Jose Achieves First LEED Platinum Certified City Hall in America
As the nation's center of green innovation, San Jose's City Hall
has achieved the top certification of LEED-EB Platinum from the U.S.
Green Building Council. Becoming
the first City Hall in the United States to attain the certification
level, the energy savings are estimated at more than $30,000 annually.
To achieve the ranking, City Hall staff has implemented green
practices in areas of energy conservation, water use, waste reductions
and diversion, air quality, and environmental purchasing. Four other
City buildings have achieved various levels of certification: West
Valley Branch Library, Central Service Yard, Fire Station No. 35, and
the Camden Community Center. The addition of City Hall
to the growing list of green buildings in San Jose adds more than half
a million square feet of the City's Green Vision goal to have 50
million square feet of green buildings by 2022.

City Auditor Releases Service Efforts & Accomplishments Report
An informational report on the costs, quality, quantity, and timeliness
of City Services, the Service Efforts & Accomplishments Report was
released by the City Auditor's Office to help strengthen public accountability and improve
efficiency.
Providing a five-year historical view, detailing the operations of City
Departments, the report includes a variety of comparisons to other
cities as well as results from a
survey of residents.
This is the first such report by the City Auditor, providing an
independent assessment on the effectiveness of City services. It is
intended to improve transparency and accountability in City operations
while allowing for more informed decision-making from City staff.

New Online System for City Recreational Activities
The Department of Parks, Recreation, and Neighborhood Services has
launched a new online registration system for activities throughout the
City. The program allows participants to search for activities at
any of the City's Parks, and Recreation Facilities from any computer. Walk-in and mail-in registration is still
available and will be treated equally; however, all City residents are
encouraged to go to www.sanjoseca.gov/prns/register
to set up an account. Registration for Spring Classes, Sports
Leagues and Spring Camps began Saturday, March 7, 2009 while Summer Day Camps and Summer
Aquatics registration began on Saturday, March 14, 2009. For more
