NOTICE TO THE PUBLIC

Good evening, my name is Gloria Sciara, and I am the Chair of the Historic Landmarks Commission. On behalf of the Commission, I would like to welcome you to tonight's meeting. I will now call to order the April 5, 2004, meeting of the Historic Landmarks Commission. Please remember to turn off your cell phones and pagers.

When addressing the Commission, please approach the Commission, identify yourself and state your address for our records. After you have finished speaking, please write your name and address on the speaker’s list at the end of the table.

If a Commissioner would like a topic to be addressed under one of the Good and Welfare items, please contact Planning staff in advance of the Commission meeting.

An agenda and a copy of all staff reports have been placed on the end of the table for your convenience.

Any item scheduled for hearing this evening for which deferral is being requested will be taken out of order to be heard first on the matter of deferral. A list of staff-recommended deferrals is available on the table.   1. Approval of the April 7 2004, Historic Landmark Commission Synopsis.

4.    PUBLIC HEARINGS

a.                  Japantown Historic Context Development and Reconnaissance Level Survey-presentation by project consultants and Historic Landmark Commission discussion and comment.  Council District: 3.  SNI: None. CEQA: Exempt

b.                  HL04-150.  Historic Landmark designation for the Wilder-Hait House on a 1.13 gross-acre site, located at/on the southeast corner of Emory Street and Morse Street (1190 Emory Street) (Neil and Monica Mackinnon, owners).  Council District 6.  SNI:  None.  CEQA:  Exempt.

c.                  ADDITION OF QUALIFYING EAST DOWNTOWN FRAME HISTORIC PROPERTIES LOCATED AT 471 MARGARET STREET AND 687 SOUTH TENTH STREEET TO THE HISTORIC RESOURCES INVENTORY.  Council District: 3.  CEQA:  Exempt.  Continued from 4-7-04.

d.                  DISCUSSION AND COMMENT REGARDING DRAFT RECIRCULATED SUPPLEMENTAL ENVIRONMENTAL IMPACT REPORT (EIR) (File no. PP03-03-088) for the Civic Plaza Parking Structure, a three-bay parking structure on a 1.22 acre site, which would contain between 1,128 and 1,250 parking spaces and up to 7,660 square-feet of ground floor commercial uses located on the east side of North Fourth Street, approximately 225 feet north of East Santa Clara Street.  Council District 3.

e.                  Discussion and Comment REGARDING Draft Environmental Impact Statement/ Environmental Impact Report & Draft 4(f) Evaluation for the Proposed BART Extension to Milpitas, San Jose and Santa Clara.  Council Districts 3 and 6.

f.                    Distribution and Comment on the First Amendment to the ALMADEN AVENUE PARKING LOT AND LANDSCAPE BUFFER Draft Environmental Impact Report (EIR) (507 Almaden). Council District 3.

5.    PETITIONS AND COMMUNICATIONS

Public comments to the Historic Landmarks Commission on nonagendized items.  Each member of the public may address the Commission for up to two minutes.  The Commission cannot take any formal action without the item being properly noticed and placed on an agenda.  In response to public comment, the Historic Landmarks Commission is limited to the following options:

1.   Responding to statements made or questions posed by members of the public; or

2.   Requesting staff to report back on a matter at a subsequent meeting; or

3.   Directing staff to place the item on a future agenda.
