The Planning Director's action on these agenda items is final when the permit is signed and mailed, unless the permit is appealed.  The Planning Director's actions are appealable in accordance with the requirements of Title 20 0f the Municipal Zoning Code.

Order of Business

 

1. Deferrals

Any item scheduled for hearing this evening for which deferral is being requested will be taken out of order to be heard first on the matter of deferral. A list of Staff-recommended deferrals is available on the Press Table. If you want to change any of the deferral dates recommended, or speak to the question of deferring these or any other items, you should say so at this time. I will now open the public hearing. The following items are proposed to be deferred.

  1. PDA91-006-67. Planned Development Permit Amendment to construct a 6,400 square foot single-family detached residence on a 0.77 gross acre site in the A(PD) Planned Development Zoning District, located at/on the west side of Glenview Drive approximately 60 feet easterly of Eagle Valley Court (7308 GLENVIEW DR) (Farshian Mariam A and Mahmoud A, Owner).     Recommend: Defer to 5/12/04.

2. Consent

  1. PD04-018. Planned Development Permit allow warehouse, storage, manufacturing and assembly uses in an existing 9,943-square-foot building on a 5.04 gross acre site in the A(PD) Planned Development Zoning District, located on the north side of Berryessa Road approximately 50 feet easterly of Mabury Road (929 Berryessa Road) (Berryessa Development Co Llc, Owner; Borelli Development Company, Developer). Council District 4. SNI: None. CEQA: Negative Declaration File No. PDC03-106.

    Recommend: Approval.

  2. H01-057. Site Development Permit to construct 11,322 gross square foot industrial building on a 0.75 gross acre site in the IP Industrial Park Zoning District, located at/on the west side of Oakland Road approximately 1100 feet northerly of Brokaw Road (1769 Oakland Road) (1769 OAKLAND RD) (Jaswant S & Saroj Gillon, Owner/Developer). Council District 04. SNI: None. CEQA: Mitigated Negative Declaration.

    Recommend: Approval.

3. Public Hearings

  1. HP04-001. Historic Preservation Permit to allow 1394 square feet basement conversion to an existing multi-family residence in the Hensley Historic District (ID# 1484) on a 0.14 gross acre site, in the R-M Multiple Residence Zoning Distict, located at/on the Westside of North 6th Street approximately 160 feet southwesterly of Washington Street (379 N 6TH ST) (Jacquelyn Mullarky). Council District 3. SNI: 13th Street. CEQA: Exempt. Deferred from 3/3/04 and 4/14/04.

    Recommend: Approval.

  2. H04-005. Site Development Permit to allow the conversion of the 1,394 square foot basement to living space in an existing multi-family residence (duplex) in the Hensley District (ID# 1484) on a 0.14 gross acre site in the R-M Multiple Residence Zoning District, located at/on the North side of North 6th Street, approximately 160 feet westerly of Washington Street (379 N 6TH ST) (Jacquelyn Mullarky, Owner). Council District 3. SNI: 13th Street. CEQA: Exempt.

    Recommend: Approval.

  3. PDA03-004-03. Planned Development Permit Amendment to finalize architectural and landscaping details for 70 previously approved single-family attached residential units on a 60.2-acre site in the A(PD) Planned Development Zoning District, located on the south side of Curtner Avenue approximately 900 feet easterly of Highway 87 (MTA Properties LP, owner; Summerhill Homes, developer). Council District: 7. SNI: None. CEQA: Negative Declaration. Deferred from 4/7/04 and 4/21/04.

    Recommend: Drop.

  4. The projects being considered are located on a 4.5-acre site on the west side of Saratoga Avenue approximately 150 feet southerly of Graves Avenue in the A(PD) Planned Development Zoning District (Riding Group, owner/developer). Council District: 1. CEQA: Mitigated Negative Declaration.

    1. PD03-060. Planned Development Permit to allow demolition of two existing commercial buildings (Saratoga Lanes bowling alley and Wolf Camera Center) and finalization of architectural, site design, and landscaping details for 77 previously approved single-family attached residential units.

    Recommend: Approval.

    2. PT03-094. Tentative Map Permit to subdivide one parcel into 77 lots for residential uses.

    Recommend: Approval.

  5. SP04-019. Special Use Permit for a reduction in required off-street parking spaces to replace a two-car detached garage with 440-square-foot, one-car garage and workshop at an existing single-family detached residence on a 0.16 gross acre site in the R-1-8 Single-Family Residence Zoning District, located on the east side of Norton Avenue approximately 160 feet southeasterly of Yosemite Avenue (74 Norton Ave) (Odam Thomas H III and Shannon, Owners). Council District 6. SNI: None. CEQA: Exempt.

    Recommend: Approval.

  6. SP04-017. Special Use Permit to construct 516 square foot addition and allow live/work use in an existing office building on a 0.2 gross acre site in the CN Neighborhood Commercial Zoning District, located on the west side of Park Avenue approximately 50 feet northerly of Emory Street (1811 PARK AV) (Malone Robert D And Jill K, Owner). Council District 6. SNI: None. CEQA: Exempt, File No. SP04-017.

    Recommend: Approval.

  7. PD04-013. Planned Development Permit to allow development and fill of Cell 7 and a change in the sequencing of development and fill of waste disposal cells at a previously approved landfill in the A(PD) Planned Development Zoning District, located on the east side of Highway 101, between Coyote Creek Golf Drive and Burnett Avenue (910 COYOTE CREEK GOLF DR) (Castle & Cooke Homes Ca Inc, C & C Mountaingate Inc, Owner, Waste Management of California, Developer). Council District 2. SNI: None. CEQA: Use of a Master EIR.

    Recommend: Approval.

  8. SP04-007. Special Use Permit to construct a 650 square foot accessory structure to be located in the rear yard area of a 0.2 gross acre single-family residential parcel in the R-1-8 Single-Family Residence Zoning District, located at/on the southeasterly terminus of Gower Drive (5376 GOWER DR) (Cameron Kevin, Owner). Council District 9. SNI: None. CEQA: Exempt.

    Recommend: Approval.

  9. The projects being considered are located on east side of Hicks Avenue approximately 320 feet southerly of Dry Creek Road (1952 HICKS AV), in the A(PD) Planned Development Zoning District (GATEWAY COMMUNITY CHURCH STEPHEN PRUETT, Owner; CHARLES W. DAVIDSON CO., Developer). Council District 6. SNI: None. CEQA: Mitigated Negative Declaration, PDC03-050.

    1. PD03-059. Planned Development Permit to construct 8 single-family detached residences on a 1.737 gross acre site.

    Recommend: Approval.

    2. PT03-092. Tentative Map Permit to subdivide one parcel into 8 lots for single-family detached residential uses on a 1.737 gross acre site.

    Recommend: Approval.
