The Planning Director's action on these agenda items is final when the permit is signed and mailed, unless the permit is appealed.  The Planning Director's actions are appealable in accordance with the requirements of Title 20 0f the Municipal Zoning Code.

Order of Business

 

1. Deferrals

Any item scheduled for hearing this evening for which deferral is being requested will be taken out of order to be heard first on the matter of deferral. A list of Staff-recommended deferrals is available on the Press Table. If you want to change any of the deferral dates recommended, or speak to the question of deferring these or any other items, you should say so at this time. I will now open the public hearing. The following items are proposed to be deferred.

  1. PD04-011. Planned Development Permit to allow up to 86 multi-family attached residential units on a 1.9-acre site in the A(PD) Planned Development Zoning District, located on the southeast corner of Adeline Avenue and Grassina Street (KB Home Tuscany Hills block 7). KB Home Southbay Inc., owner/developer. Council District: 7. S.N.I.: None. C.E.Q.A.: Environmental Impact Report.

    Recommend: Defer to 5/19/04.

2. Consent

  1. TR03-122. Tree Removal Permit to remove one Pine tree 92 inches in circumference and one Bay Leaf tree 93 inches in circumference on a 0.12 gross acre site in the R-1-8 Single-Family Residence Zoning District, located at/on the 3196 Quinto Way (3196 QUINTO WY) (Mrs True Parker, Owner). Council District 9. SNI: None. CEQA: Exempt.

    Recommend: Denial.

  2. PDA80-074-01. Planned Development Permit Amendment for tree removal of two Deodara Cedar trees 108 inches in circumference on a 0.68 gross acre site in the A(PD) Planned Development Zoning District, located at/on the west side of Boynton Avenue approximately 350 feet southerly of Kiely Boulevard (521 CLARDY PL) (Mistek Carl T, Owner). Council District 1. SNI: None. CEQA: Exempt.

    Recommend: Approval.

  3. PDA91-006-67. Planned Development Permit Amendment to construct a 6,400 square foot single-family detached residence on a 0.77 gross acre site in the A(PD) Planned Development Zoning District, located at/on the west side of Glenview Drive approximately 60 feet easterly of Eagle Valley Court (7308 GLENVIEW DR) (Farshian Mariam A and Mahmoud A, Owner). Council District 10. SNI: None. CEQA: EIR Resolution No.59924 , File No. PD91-006. Deferred from 4/28/04.

    Recommend: Approval.

  4. PDA03-004-03. Planned Development Permit Amendment to finalize architectural and landscaping details for 84 previously approved single-family attached residential units on a 60.2-acre site in the A(PD) Planned Development zoning district, located on the south side of Curtner Avenue approximately 900 feet easterly of Highway 87 (MTA Properties LP, owner; SummerHill Homes, developer). Council District: 7. S.N.I.: None. C.E.Q.A.: Re-use of Negative Declaration.

    Recommend: Approval.

  5. The projects being considered are located on a 4.5-acre site on the west side of Saratoga Avenue approximately 150 feet southerly of Graves Avenue in the A(PD) Planned Development Zoning District (Riding Group, owner/developer). Council District: 1. CEQA: Mitigated Negative Declaration.

    1. PD03-060. Planned Development Permit to allow demolition of two existing commercial buildings (Saratoga Lanes bowling alley and Wolf Camera Center) and finalization of architectural, site design, and landscaping details for 77 previously approved single-family attached residential units. Deferred from 4/28/04.

    Recommend: Approval.

    2. PT03-094. Tentative Map Permit to subdivide one parcel into 77 lots for residential uses. Deferred from 4/28/04.

    Recommend: Approval.

  1. H03-051. Site Development Permit to construct a 743 square foot addition and allow site improvements on a 0.57 gross acre site in the CG-Commercial General Zoning District, located at/on the southside of Tully Road approximately 190 feet easterly of Lanai Avenue (1632 Tully Road) (Jack In The Box Inc., Owner). Council District 7. SNI: West Evergreen. CEQA: Exempt.

    Recommend: Approval.

  2. SP03-038. Special Use Permit to convert an existing legal non-conforming single-family detached residence to office use on a 0.16 gross acre site in the CO Office Commercial Zoning District, located on the north side of The Alameda approximately 60 feet east of Alameda Court (2142 THE ALAMEDA) (Thanh Van Hoge White, Owner). Council District 6. SNI: None. CEQA: Exempt.

    Recommend: Approval.

  3. PD04-015. Planned Development Permit to demolish a single-family residence and commercial building and construct a new 13,100 square-foot commercial building with an associated drive-through pharmacy on a 0.95 gross acre site in the A(PD) Planned Development Zoning District, located on the northeast corner of Rhodes Court and The Alameda (849 THE ALAMEDA) (Boccardo John Trustee & Et Al, Owner; Longs Drugs Stores George Ramstad, Developer). Council District 6. SNI: None. CEQA: Negative Declaration, File No. PDC03-054.

    Recommend: Approval.

  4. SF04-011. Single Family House Permit to construct a first and second-floor addition (resulting in a Floor Area Ratio of .44) to an existing one-story, single-family residence within the Hanchett and Hester Park Historic Conservation Area on a 0.13 gross acre site in the R-2 Two-Family Residence Zoning District, located at 1232 Magnolia Avenue (Branislav Vajdic, Owner). Council District 6. SNI: None. CEQA: Exempt.

    Recommend: Approval.

  5. PDA 01-053-01. Planned Development Permit Amendment to allow a farmers market once a week between 11:00 am and 4:00 pm on Fridays at the existing Kaiser Santa Teresa Hospital Facility in the A(PD) Planned Development Zoning District, located at the easterly terminus of Hospital Parkway approximately 530 feet easterly of Cottle Road (250 HOSPITAL PY) (Kaiser Foundation Hospitals, Owner). Council District 2. CEQA: Kaiser Santa Teresa Medical Center EIR Resolution No. 65588.

    Recommend: Approval.

  6. PD03-078. Planned Development Permit to construct one duplex and one single-family detached residence on a 0.64 gross acre site in the A(PD) Planned Development Zoning District, located at/on the east side of Minnesota Avenue approximately 180 feet northerly of Belmont Avenue (586 MINNESOTA AV) (Buchholz Ron, Owner). Council District 6. SNI: None. CEQA: Negative Declaration.

    Recommend: Approval.
