Resources Checklist

The following resources checklist may assist you in finding what's needed to get started with a property evaluation, project application, or other related tasks.  You will find such information as Zoning and General Plan designations, allowed uses, development regulations (including building setbacks, height etc.), project design and parking requirements, sign regulations, applications, and fees.

Before you begin, be advised that our "top recommendation" is review of Planning in San Jose: A Community Guide, an award-winning introduction to land use planning and development for people unfamiliar with the process in the City, as well as for those already acquainted with the practice who want to learn more.

CHECKLIST

- Click on Search for Property by Address or APN (underlined in red)
- Type in the address or APN, and click on Search for Address
- Click on Address (underlined in red)
- Click on Property Info (in gray box).  The zoning and general plan designation will be listed

  • Print a Parcel Map:  Visit the County Assessor’s Office website to view and print an Assessor’s Parcel map.  You will need a property address or Assessor’s Parcel Number (APN).
  • Determine Allowed Uses in Your Zoning District:  Select to review the Zoning Ordinance to find your parcel’s Zoning District, the allowed uses (which are listed in the Land Use Regulation Tables for each zone district), the use regulations and development standards (setbacks, height, etc.):  Review the Table of Contents to find the Zone District and the page number in the Zoning Ordinance, then scroll down to find the correct page. *Note, if your site is listed with a prefix followed by a “(PD),” you will likely need to look at the approved plans for the Planned Development Zoning in order to determine the allowed uses, setbacks, parking requirements, and other development standards.  For assistance, please contact Planning staff at (408)-535-3555 or speak to a Planner on the first floor of City Hall for instructions on how to access the plans at www.sjpermits.org.

  • Assess Parking Requirements: see the Parking and Loading chapter of the Zoning Ordinance (Chapter 20.90).  For residential "accessory structures", please note the separate requirements in Part 5 of Chapter 20.30.

  • Download the Appropriate Planning Application: in the land use regulations table for your Zoning District, please note that new construction involving a "permitted" use (denoted with a “P”) typically requires a Site Development Permit, a "conditional" use (denoted with a “C”) typically requires a Conditional Use Permit, and a "special" use (denoted with an “S”) typically requires a Special Use Permit.  Sites located in a Planned Development Zone District require a Planned Development Permit.  Smaller proposals can potentially be completed with a faster, easier, and less expensive process called a Permit Adjustment (see section 20.100.500 of the Zoning Ordinance).

Development permits typically include the base fee for the application, a General Plan Update surcharge, environmental review fees, and public noticing fees.  Other fees, such as fees related to late-night or alcohol uses, may also be applicable.  Additionally, fees for Fire, Building, and Public Works review of Planning applications may be applicable (Note: please do not to bring a completed check, as final fee calculation will be determined at your appointment).

  •  Learn about Preliminary Review, a voluntary, fee-based service that is tailored to the applicant's information needs and familiarity with the City's codes, policies, and development review processes.

- If searching by file number, please make sure no spaces are included in the file number. For example, CP09-010 is a Conditional Use Permit, H08-002 is a Site Development Permit, and SP07-117 is a Special Use Permit. The exception to this naming scheme is General Plan Amendments which are listed as: GP09-03-02.
