Spreckles Sanitary Sewer Force Main Supplement & Pump Station Rehabilitation Project, File No. PP11-104. Public Project for the rehabilitation of the Spreckles Pump Station and installation of a supplemental sanitary sewer force main between the pump station and the Water Pollution Control Plant to provide reliable wastewater service for the Alviso community. The first segment of the new 10-inch diameter force main will extend approximately one mile from the Spreckles Pump Station to the WPCP, within the rights-of-way of Spreckles Avenue, Grand Boulevard, and Los Esteros Road. The second portion of the force main will connect to the end of Line A on Los Esteros Road and extend southeast onto the WPCP property for approximately 1,500 – 2,000 linear feet to connect to a pumping station. Northern Regional Connector, File No. PP12-015. South Bay Water Recycling is proposing to install 16,000 linear feet of 30-inch recycled water pipeline, beginning at the perimeter of the Santa Clara Golf and Tennis Club on Tasman Boulevard in the City of Santa Clara and ending at Mountain View-Alviso Road in the City of Sunnyvale. The project would allow delivery of recycled water from the San Jose/Santa Clara Water Pollution Control Plant to the City of Sunnyvale.
The proposed pipeline is routed through the Santa Clara Golf and Tennis Club in the City of Santa Clara, and in the public right-of-way, generally paralleling Hwy 237, in the cities of Santa Clara and Sunnyvale.

Medical Marijuana Ordinance Amendment, File No. PP11-039. An ordinance amendment to the San Jose Municipal Code Titles 1, 6 and 20 establishing land use and zoning regulations pertaining to Medical Marijuana Collectives with the following major characteristics:
- A maximum number of 10 Medical Marijuana Collectives in San Jose, with no more than 2 per Council District.
- Medical Marijuana Collectives would be allowed in the Commercial General, Downtown Primary Commercial, Combined Industrial Commercial, and Light Industrial Zoning Districts.
- All Medical Marijuana Collectives would need to meet all of the following distance requirements:
- 600 feet from Public and Private Schools (consistent with State law), and
- 500 feet from child daycare, church with child daycare, community/recreation center, park, library, substance abuse rehab. center or another Collective, and
- 150 feet from residential use, and
- Additional potential criteria for Light Industrial parcels (not in an Enterprise Zone or other incentive zone; not within 1000 feet of a business that uses and/or stores hazardous materials); and
- Not on the floors of buildings with active pedestrian use (typically the ground floor of Downtown and Neighborhood Business Districts, and all floors of major shopping centers such as Eastridge, the Plant, etc.).
- A Zoning Verification Certificate would be required for each establishment to determine whether or not a proposed Medical Marijuana Collective would meet all of the parameters.

Coleman Soccer Fields. The City of San Jose Public Works Department is proposing to construct municipal soccer fields located on approximately 9.5 acres west of Coleman Avenue and Aviation Drive, north of Newhall Drive. Approximately 3.5 acres of the project site are within the City of Santa Clara. The project consists of four soccer fields and associated facilities, as follows:
- Four lighted artificial turf fields, measuring 75 yards X 110 yards each
- A 2,500 square-foot building containing concessions, restrooms, changing room, office, and storage
- A 3,500 square-foot covered picnic area
- Site furniture (e.g., bleachers)
- An eight-foot high chain link fence around the soccer fields
- Parking facilities
The fields will be used by local and regional soccer teams and leagues for soccer practice, games, and tournaments. Each field will have a maximum capacity of 60, for an overall capacity of 240 for entire facility. The fields will generally operate on weekday evenings from 3 PM to 10 PM and weekends from 8 AM to 10 PM.

| This is a privately initiated General Plan Amendment request to change the San José 2020 General Plan Land Use/Transportation Diagram land use designation from Neighborhood/Community Commercial on six (6) acres and High Density Residential on 21.4 acres to General Commercial on 13.7 acres and Medium High Density Residential (12-25 DU/AC) on 13.7 acres for a site located at the southwest corner of E. Brokaw Road and Old Oakland Road.
An associated Planned Development Zoning (File No. PDC07-010) is on file to allow for the development of up to 150,000 square feet of mixed use and general commercial uses or up to 300,000 square feet of office/research and development (R&D) uses located in the northern 13.7 acres of the site and a maximum of a maximum of 342 residential units, which is a density of 20 DU/AC, on the southern 13.7 acres of the site. A total of 650 residential units would be permitted across the entire site. The Open Space/Riparian Area which provides an approximately 100-foot setback from Coyote Creek may include a 25-foot right-of-way (ROW) or approximately 0.6 acres for trail purposes. This proposed zoning would be presented in a staff report to Planning Commission and City Council at a future date.

What's new (8/18/2010): At the 8/17/2010 Council meeting, the City Council opened the public hearing on the proposed project. During that hearing, the Council decided to re-open the appeal period of the Plannning Commission's decision to adopt the Mitigated Negative Declaration for three business days. The re-opened appeal period will close on Friday August 20, 2010 at 5 p.m. The application for an appeal of an environmental determination can be found here.
