San Jose 2020 General Plan
There are no longer specific application submittal deadlines for individual General Plan public hearing cycles. Applications may be submitted at any time, including those that may require preparation of an Environmental Impact Report (EIR). The determination of which hearing cycle an amendment will qualify for will be based on the accuracy and completeness of the application materials and the schedule for completion of the environmental review process. General Plan hearings are held at least twice a year, and no more than four times a year, for proposed amendments that do not involve conversions of employment lands to other uses and that do not involve modifications to the Urban Growth Boundary or Urban Service Area. Proposed amendments that do involve conversions of employment lands to other uses or that do involve modifications to the Urban Growth Boundary or Urban Service Area may be considered at an annual General Plan hearing, the date of which is decided by the City Council Rules and Open Government Committee.
As noted above, the actual hearing cycle to which an amendment will be assigned will be finalized upon review of a complete application and the determination by Planning Staff of the required level of environmental review.
