The City of San José is preparing an update to the Housing Element of the San José 2020 General Plan. State law requires cities to update their Housing Element every five to seven years, and the current State mandate is for cities in the Bay Area to have their the Housing Element updated and certified by June 30, 2009. Having a certified Housing Element will maintain the City's eligibility for key infrastructure and housing funds from Federal, State, and regional sources. This Housing Element Update will focus on housing needs for the period between January 1, 2007 and June 30, 2014 and will serve as a starting point for developing the housing goals and policies for the Envision San José 2040 General Plan Update.
San José has been a leader in providing housing for a growing regional population. The San José 2020 General Plan has capacity for approximately 60,000 new housing units. For 2007-2014, San José's Regional Housing Needs Allocation, the City's share for providing housing for the Bay Area Region is 34,721 new housing units. Of those 34,721 new housing units, 13,073 units should serve low-, very-low, and extremely-low income households and 6,198 units should serve moderate-income households. The Housing Element Update for 2007-2014 will look at how the City can facilitate development of these new homes consistent with affordability requirements while planning for neighborhoods with parks, schools, and access to transportation, jobs, shopping, and other services. The current Housing Element was adopted by the City Council on April 15, 2003.

Annual Housing Element Progress Report - July 2006 through December 2007
The following links to the City Council Memorandum and the Annual Progress Report on the Implementation of the Housing Element provide a status report on the City's progress on implementing the current Housing Element, which was certified in March 2003 and addressed housing needs for the period of January 1, 1999 through June 30, 2006. Housing units produced from January 1, 2007 to December 2007 that are analyzed in the Annual Report can be credited to meeting the allocation of the period from July 1, 2006 and June 30, 2014. A review of this information will provide background information for understanding the context of the Housing Element Update for 2007-2014.
