If you challenge these land use decisions in court, you may be limited to raising only those issues you or someone else raised at this public hearing or in written correspondence delivered to the City at, or prior to, the public hearing.

The Planning Director's action on these agenda items is final when the permit is signed and mailed, unless the permit is appealed.  The Planning Director's actions are appealable in accordance with the requirements of Title 20 0f the Municipal Zoning Code.

Order of Business

 

1. Deferrals

Any item scheduled for hearing this evening for which deferral is being requested will be taken out of order to be heard first on the matter of deferral. A list of Staff-recommended deferrals is available on the Press Table. If you want to change any of the deferral dates recommended, or speak to the question of deferring these or any other items, you should say so at this time. I will now open the public hearing. The following items are proposed to be deferred.

2. Consent

1. TR02-136. TREE REMOVAL PERMIT for a project located at 649 South Baywood, on a 0.20-gross-acre site, in the R-1-5 Residential Zoning District for the removal of one (1) Black Walnut Tree approximately 65 inches in circumference (Michael Menbari, Owner/Developer). Council District 6. CEQA: Exempt.

Recommend: Approval.

2. TR02-134. TREE REMOVAL PERMIT to remove one (1) Walnut tree approximately 215 inches in circumference, located on the northeast corner of Shadow Creek Drive and Narvaez Avenue, in the R-MH Residential Mobilehome Park Zoning District (Brandenberg, Staedler, & Moore, Owner/Developer). Council District 10. CEQA: Exempt.

Recommend: Approval.

3. TR01-067. TREE REMOVAL PERMIT to remove one (1) Valley Oak tree, 169 inches in circumference, on a 0.20-gross-acre site, in the R-1-8 Single-Family Residence Zoning District, located at 750 Rielly Court (Luis & Doris Pacchioni, Owner). Council District 10. CEQA: Exempt.

Recommend: Approval.

3. Public Hearing

1. The projects being considered are located on the east side of North White Road, approximately 670 feet southerly of McKee Road, on a 0.66-gross-acre site, in the A(PD) Planned Development Zoning District (Mike Miroyan, Owner/Developer). Council District 5. CEQA: Negative Declaration.

a. PD02-023. PLANNED DEVELOPMENT PERMIT to construct 12 single-family attached residential units.

Recommend: Approval.

b. PT02-049. TENTATIVE MAP to subdivide one (1) parcel into 13 lots for residential use.

Recommend: Approval.

2. PDA02-014-03. PLANNE DEVELOPMENT PERMIT AMENDMENT to provide a water tank, model home and landscape details on a 562-gross-acre site, in the A(PD) Planned Development Zoning District, located on the easterly side of Highway 101, approximately 1,000 feet northerly of Hellyer Avenue (9163 Tract) (William Lyon Homes, Developer). Council District 8. CEQA: Use of a Master EIR.

Recommend: Approval.

3. T02-093. TENTATIVE MAP PERMIT to subdivide one (1) parcel into two (2) lots for single-family detached residential use, on a 0.29-gross-acre site, in the R-1-8 Single-Family Residence Zoning District, located on the east side of Kettmann Road, approximately 200 feet southerly of Hebron Avenue, (3380 Kettman Road) (Tan D. Truong, Owner). Council District 8. CEQA: Exempt.

Recommend: Approval.

4. V02-021. DEVELOPMENT VARIANCE PERMIT to allow the reduction of the rear setback for a single-family residence from 20 to 10 feet on a 0.25 gross acre site in the R-1-8 Single-Family Residence Zoning District, located at the northwest corner of Walnut Grove Avenue and Peachtree Lane (2045 PEACHTREE LN) (TREVISAN PAUL M AND MARSHA L, Owner). Council District 6. CEQA: Exempt.

Recommend: Approval.

5. PD02-034. PLANNED DEVELOPMENT PERMIT to allow demolition and construct 53,640-square-foot addition to existing hotel/restaurant on a 5.0 gross acre site in the CO(PD) Planned Development Zoning District, located at/on the southwest corner of North 1st Street and Highway 101 (1751 N 1ST ST) (Hanford Hotels, LLC Peter A Trapolino, Owner/Developer). Council District 3. CEQA: Exempt. Deferred from 12/11/02.

Recommend: Approval.

6. SP02-064. SPECIAL USE PERMIT to allow the relocation of a single-family residence within the same site on a 0.38 gross acre site in the R-1-8 Single-Family Residence Zoning District, located on the west side of Hicks Avenue, approximately 150 feet southerly of Cherry Valley Drive (1481 HICKS AV) (PRESTON MICHAEL D AND DEBORAH R, Owner). Council District 6. CEQA: Exempt.

Recommend: Approval.
