The procedure for this hearing is as follows:
If you challenge these land use decisions in court, you may be limited to raising only those issues you or someone else raised at this public hearing or in written correspondence delivered to the City at, or prior to, the public hearing.
The Planning Director's action on these agenda items is final when the permit is signed and mailed, unless the permit is appealed. The Planning Director's actions are appealable in accordance with the requirements of Title 20 0f the Municipal Zoning Code.

Order of Business
1. Deferrals
Any item scheduled for hearing this evening for which deferral is being requested will be taken out of order to be heard first on the matter of deferral. A list of Staff-recommended deferrals is available on the Press Table. If you want to change any of the deferral dates recommended, or speak to the question of deferring these or any other items, you should say so at this time. I will now open the public hearing. The following items are proposed to be deferred.

2. Consent
a. TR03-025. Tree Removal Permit to remove 1 Black Walnut tree/163"C on a 0.12 gross acre site in the R-2 Two-Family Residence Zoning District, located at 626 North 15th Street. (GALLARDO JAIME E ET AL, Owner). Council District 3. CEQA: Paperless Exemption.
Recommend: Approval.
b. PDA01-089-03 PLANNED DEVELOPMENT PERMIT AMENDMENT to allow the temporary use of a modular building for a bank uses during construction of a shopping mall expansion on a 56.6-gross-acre site in the A(PD) Planned Development Zoning District, located at/on the west side of Santa Teresa Boulevard approximately 300 feet northerly of Blossom Hill Road (Oakridge Mall LLC, Owner/Developer). Council District: 10. CEQA: Re-use of a previous Environmental Impact Report (resolution #70459, as amended on June 19, 2001).
Recommend: Approval.

3. Public Hearings
a. T03-016. Tentative Condominium Map Permit to allow condominium uses on an existing parcel developed with 3 attached residential units on a 0.18 gross acre site in the R-M Multiple Residence Zoning District, located at/on the west side of South 20th Street approximately 180 feet northerly of East San Fernando Street (69 S 20TH ST) (KIM TAE R AND CHIN S TRUSTEE, KIM HYUN J, KIM YOUNGKYU AND HYUN JOO, Owner). Council District 3. CEQA: Exempt.
Recommend: Approval.
b. PT02-032. Tentative Map Permit to subdivide 1 parcel into 2 lots for residential use on a 1.77 gross acre site in the A(PD) Planned Development Zoning District, located at/on the southwest corner of North First Street and East Julian Street (PARK TOWNSEND, Owner). Council District 3. CEQA: Use of a Master EIR.
Recommend: Approval.
c. PDA91-58-006 Planned Development Permit for a project located on the east side of Glenview Drive opposite Eagle Crest Court (Lot 73) on a 1.3 gross-acre site in the A(PD) Planned Development Zoning District for the construction of one single family detached residence (A. Betpolice, Owner/Developer) Council District 10. CEQA: Mitigated Negative Declaration. Deferred from 1/22/03, 1/29/03, 2/12/03, 2/19/03, 3/12/03, and 3/19/03.
Recommend: Approval.
d. H02-057. Site Develoment Permit to construct a 3,416.7 square foot duplex on a 0.12 gross acre site in the R-M Multiple Residence Zoning District, located at/on the south side of Michigan Avenue approximately 100 feet easterly of Pacific Avenue (1505 MICHIGAN AV) (Gene Geraci,/Josh B. Garrison, Owner). Council District 4. CEQA: Exempt.
Recommend: Approval.
e. The projects being considered are located at the southwestern corner of Northrup Street and Highway 280, on a 0.72-gross-acre site in the A(PD) Planned Development Zoning District (Blackwell Brothers Development Co., Owner/Developer). Council District 06. CEQA: Mitigated Negative Declaration.
1. PD02-070 Planned Development Permit to allow 14 single-family attached residential units. Deferred from 3/19/03.
Recommend: Approval.
2. PT02-114 Tentative Map to allow one lot for condominium uses. Deferred from 3/19/03.
Recommend: Approval.
f. PT03-018. Tentative Map to subdivide 1 parcel into 17 lots for single-family attached residential use on a 1.03 gross acre site in the A(PD) Planned Development Zoning District, located at/on the southwest corner of Lewis Road and Wall Street (202 LEWIS RD) (ROEM Development Corp). Council District 7. CEQA: Mitigated Negative Declaration.
Recommend: Approval.
