The Department of Planning, Building and Code Enforcement (PBCE) recommends and implements policies which guide the physical and economic development of San Jose toward the achievement of community goals. The Department ensures the City's viability through enforcement of land use, construction, health, safety and environmental regulations. *
The mission statement of the Department is "to guide the physical change of San Jose to create and maintain a safe, healthy, attractive and vital place to live and work".
The Department has a staff of over 300 employees, headed by Joseph Horwedel , Director of Planning, Building and Code Enforcement. The Department includes four major divisions:
The Planning Division administers the long-range planning projects, such as the San Jose 2020 General Plan as well as the processing of land development applications in conformance with the City's long-range planning goals.The Planning Division is located at 200 East Santa Clara Street.
The Building Division reviews new construction projects within the City to ensure that they meet health and safety requirements specified in the Uniform Building Codes. The Building Division is located at 200 East Santa Clara Street. Ed Tolentino, Building Official, manages this division.
The Code Enforcement Division enforces various ordinances that promote the health, safety, and appearance of existing buildings and neighborhoods. The Code Enforcement Division is located at 170 West San Carlos Street. Mike Hannon, Code Enforcement Official, manages this division.
The Administrative Division manages the budgetary and technology systems for the Department enabling the other four divisions to provide their respective services. Kathryn Rolland Administrative Officer, manages this division.
All of these functions are coordinated to improve the City's economic viability and enhance the quality of neighborhoods within the community.
