Coordination with Other City Departments
Many City departments play a role in planning for the City's future. The Planning Division’s staff coordinates with these other departments to help ensure all department activities support the overall General Plan. This is especially critical for three main City department functions: Redevelopment Area planning, parks planning and airport planning.
Within the City redevelopment areas have been established to focus resources on revitalizing blighted area to increase the employment base, and add to the values of the properties. The planning staff provide technical support to the Redevelopment Agency in developing the background land use information for determining redevelopment project area boundaries, preparing Redevelopment project area plans and any amendments to the plans, and reviewing General Plan land uses and proposed amendments to be compatible with any redevelopment plans. The City, through the Redevelopment Agency, has also designated a series of Neighborhood Business Districts for special planning and attention. The Planning Division facilitates the development and implementation of the plans and guidelines for the revitalization of these business districts through the City's permit process.
Parks planning is a function of the City's Department of Parks, Recreation and Neighborhood Services (PRNS); however, the City's goals and policies related to the provision of adequate park facilities are contained in the City's General Plan. In coordination with PRNS, Planning staff facilitate the siting of parks through the permit process whenever possible. In addition, area park needs are reviewed through the development of specific area or neighborhood plans.
The Norman Y. Mineta San Jose International Airport is a transportation hub for all of Silicon Valley and is critical to support the economic development in the City. Planning staff work with Airport staff to plan appropriate compatible land uses in the Airport environs and to provide Airport planners with information regarding future development trends which could have implications for the Airport's future growth. In addition, planning staff monitors the potential for noise impacts from the airport and their affect on appropriate land uses in the airport vicinity.
