San Jose's smart growth activities emanate from a strong vision of its future embodied in the San Jose 2020 General Plan. The General Plan is the City's official policy regarding its future character and quality of physical development.
Seven strategies work together as the foundation for the vision:

The General Plan is guiding development to appropriate locations, including fostering greater intensities around light rail and other transit facilities, while preserving hillsides and other natural resources.
