| The Scope of Study will include the following sports:
Lacrosse/ Field Hockey,
Soccer,

1. Inventory Existing Properties Subcommittee- Todd Capurso/ Teri
Allen
This subcommittee will inventory existing San José City sports
field properties. It will determine where opportunities
and constraints exist in order to maximize field
usage. This could be done through
the use of new surfaces, lighting and additional
amenities such as seating, locker rooms or concession
areas that will result in
a better environment for the users. This review should
also address accommodations that may be required
to support adaptive sports groups
and persons with disabilities. The subcommittee will
develop recommendations to extend or enhance the
current level of play at existing sites.
2. New Opportunities Subcommittee- Matt Cano
This subcommittee will identify land acquisition
opportunities that can be generated through partnerships, land swaps
or purchases. This subcommittee will look for potential opportunities
to create partnerships with property owners or leaseholders i.e.
schools, private sector, and county. It will evaluate opportunities
and constraints for partnerships with school districts, the Police
Athletic League as well as organized community sports groups. The
subcommittee will develop recommendations and cost estimates for
the appropriate mix and location of new facilities Citywide with
a goal of locating new facilities in each Council District.
3. Inventory Sports User Groups Subcommittee –Joe Albayalde
This subcommittee will create an inventory of current
sports user groups; define existing group needs, boundaries, frequency
of use and any special space requirements. The subcommittee will
develop recommendations on how current user groups can work more
effectively together to optimize field availability.
4. Operational Efficiency Subcommittee- Cynthia Bojorquez
This subcommittee will explore best practices in
other jurisdictions. It will explore recommendations for cost and
revenue sharing strategies as well as use of volunteer labor on
City property for on-going maintenance/ and /or custodial services.
5. Scheduling and Permit Process- Hal Spangenberg
This subcommittee will examine the current permitting
and scheduling process to develop recommendations on improving efficiency
with respect to scheduling and permitting. This subcommittee will
develop recommendations to identify enhancements that can be made
to improve access and optimize field availability.
