ANIMALS
BARKING DOGS
For concerns about barking dogs: Citizens bothered by habitually barking dogs
should obtain the name and address of the owner. A complaint may then be lodged
with the City of San José Animal Care and Services Division at (408)

BEES
The keeping of bees (apiaries) in San José is regulated by City ordinance.
Any questions or problems concerning bee keeping or enforcement should be referred
to the City of San José Animal Care and Services Division at (408) 578-7297.
For bee swarms on private property, the property owner should contact a beekeeper
or a pest control company for removal. Neither the City nor the Humane Society
removes bees or hives.

INJURED/STRAY
San José has a leash law. Owners must keep their animals fenced in or
on a leash not to exceed six feet in length at all times. If you see an injured,

of Santa Clara County at any time.
LICENSING
The City requires that every dog and cat over four months old be licensed each
year. You may apply for a license through the City of San José Animal
Care and Services Division at (408) 361-6650 . Proof that the animal has had
a rabies shots must accompany the application for license. With proof of spay
or neuter, you will receive a discount for this service.
LOST
If you have lost a pet you should come to the City of San Jose Animal Care
Center located at 2750 Monterey road to look for them right away.

Since its grand opening in September 1993, the HP
Pavilion has had over 1.5 million people attend its
many events, including concerts with big name entertainers
such as Barbra Streisand, Luciano Pavarotti, Neil

CODE
ENFORCEMENT
General Code Enforcement investigates complaints
about Municipal Code violations relating to health,
safety, nuisances, housing, and zoning. When an inspector
receives a complaint, he or she determines if either
a warning notice or an immediate inspection is needed
to correct the problem. Warning notices are mailed
to the responsible parties informing them that an
alleged violation has been reported. In cases where
an immediate inspection is needed, Inspectors will
make an appointment with the party or visit the property

MULTIPLE HOUSING INSPECTION PROGRAM
The Multiple Housing Inspection Program issues permits
of occupancy for all apartment units, hotels, motels,
guest houses, residential facilities, and fraternity
and sorority houses. Inspectors are responsible for
investigating complaints about substandard housing
and for conducting systematic inspections of all
apartment complexes. They enforce both the California
State Housing Code and the San José Municipal

MULTIPLE HOUSING RENTAL TRAINING PROGRAM
The Multiple Housing Rental Training Program educates
rental property owners on how to effectively manage
their properties for the purpose of improving the
value of their City of San José investment.
The program provides over nine hours of training
in four sessions. Ten courses are conducted each

ABANDONED VEHICLES
The Code Enforcement Vehicle Abatement Program is
responsible for On-street and Public Property Vehicle
Abatement, Private Property Vehicle Abatement, and
Uninsured and Inoperable Vehicles. Vehicles that
are abandoned on the street should be reported to
the Vehicle Abatement Hotline at (408) 277-5305.
To report an inoperable or disassembled vehicle on
private property, call the Code Enforcement Division

to residents who have junked or inoperable vehicles

LANDFILL ENFORCEMENT
The Local Enforcement agency (LEA) Program is the
lead permitting and enforcement agency for the California
Integrated Waste Management Board (CIWMB). The LEA
program is part of the Department of Planning, Building,
and Code-Enforcement, Division of Code enforcement.
The LEA regularly inspects permitted facilities or
approved operations. The LEA is ultimately responsible
for all solid waste disposal and handling within
the City of San José. Complaints about odors
emanating from sanitary landfill sites should be
referred to the "Odor Hotline" at (408)
277-8725.
VACANT/HAZARDOUS BUILDINGS
If you see an abandoned building which poses a potential
hazard, report it to the Code Enforcement Division
by calling (408) 277-4528. The City will then investigate
and may order the building to be securely boarded
up and made safe. A building that appears to be a
potential fire hazard should be reported to the Fire
Prevention Bureau at (408) 535-7750.

GEOLOGIC CONCERNS
When the development of a land parcel is contemplated
and located in a geological hazard zone, the City
staff must evaluate the potential soil or geological

HAZARDOUS MATERIALS
This division of the Bureau of Fire Prevention regulates
handling, storage, and use of hazardous materials.

ILLEGAL DUMPING
It is illegal to dispose of any type of material,
garbage, large items, or hazardous waste on the side
of the road, in parks, alleyways, commercial dumpsters,
or vacant lots. If you witness someone dumping illegally,

know who left the debris, call the Department of
Transportation dispatch at (408) 277-4373.
If you need to dispose of large household items,
call Recycle Plus at (408) 535-3515 to make an appointment
for bulky goods collection. If you live in a house,
the fee is $21.50 for up to three large items. If
you live in an apartment, contact the manager or
owner.

STORM DRAINS
The City storm drain system was designed to handle
only clean rain water runoff. Substances such as
motor oil, soap, and paint should not be washed into
the gutter or poured into the storm drains because
the storm drain system empties into the San Francisco
Bay. To report the dumping of pollutants into the
storm drain system, call Environmental Enforcement
at (408) 945-3000 or 382-8800.
WATER CONSERVATION INFORMATION
Tips on saving water in your home are provided by
your water company. You may also call the City's
Water Efficiency Program at (408) 535-8565. Violations
of the City's Water Conservation Codes can be reported

WATER POLLUTION CONTROL PLANT
The Water Pollution Control Plant serves the City
of San José and surrounding cities. It treats
all water from the sanitary sewer system and recycles
treated wastewater. To report a sewage spill or drainage

WATER SUPPLY AND LEAKS
Property owners are responsible for repairing leaks
which occur on their property. Three water utilities
provide water to the San José community. San

GANG HOTLINE

THE RIGHT CONNECTION
The Right Connection is a mobile street unit that
provides city-wide gang mediation and intervention
services to intervene with street gangs, mediate
volatile situations, reduce gang violence, and divert
gang involved individuals to services that will further
assist them in disassociating themselves from the

CLEAN SLATE
Clean Slate is a tattoo removal program that serves
gang involved and at-risk youth of San José between
the ages of 14-25, who have found tattoos to be a
barrier in furthering themselves through education
and/or employment. In return, these individuals will
be required to attend school and/or work, provide
volunteer community service hours, and attend on-going
support groups. The youth in the program will be
given assistance with educational opportunities,
job development, life skills, counseling, and information

YOUTH INTERVENTION PROGRAM
The goal is to assist girls in disassociating themselves from the gang culture
and prevent further involvement. Services provided include; street outreach,
assessments, intervention assistance, direct services, and referrals to community

with New Direction) program, which provides support groups that address issues
such as education, health, life-skills, self-esteem, conflict resolution, gang

COLLECTION
COMMERCIAL
San José's commercial solid waste system
emphasizes integrated waste management -- reduce,
reuse, recycle. The commercial sector includes all
nonresidential entitles such as businesses, construction
sites, schools, hotels, hospitals, and institutions.
Commercial customers can choose from a number of
private franchised haulers to collect commercial
solid waste in San José. For a list of authorized
haulers to collect your recycables or garbage, please

RESIDENTIAL
Weekly collection of residential garbage and recyclable
materials is offered to all San José residents
through the Recycle Plus program. Residents in homes
are provided with a bin for recyclables. Apartment
residents should use the large blue carts located
next to the garbage dumpster for recycling. All homes
are required to have garbage service. Residents must
use the city-issued wheeled garbage carts. Low-income
rate assistance is available as well as on-premises
collection. For information on your garbage bill,
including rate assistance and on-premises collection,
or to get a complete listing of recyclable materials,
to order jugs for used motor oil collection, or for
information on waste prevention or backyard composting,

REFUSE ACCUMULATION
Accumulation of trash and debris on property creates
a health and safety risk not only for those who live
on or near the property but also for the community.
The owner of the property is responsible for removing
these accumulations. To report accumulations of trash

SCAVENGING
Once recyclable items are placed at the curb for
collection, they become the property of the recycling
company. Unauthorized removal of recyclables is theft.

WEEDS AND LITTER
Weeds on vacant lots may be a fire hazard as well
as an eyesore. To report a problem, call the Santa
Clara County Fire Marshal at (408) 299-5760. If an
inspector finds that there is a fire hazard, a notice
will be sent to the property owner. If the owner
does not remove the weeds or ask for assistance,
the County Fire Marshal will have them removed and
bill the owner for costs.
YARD TRIMMINGS RECYCLING
Grass clippings and pruning are collected weekly
as part of the curbside recycling and garbage collection
and occur on the same day. Some residents who live
on busy or narrow streets may have their yard trimmings

CHARTER CITY WITH A COUNCIL-MANAGER FORM OF GOVERNMENT
San José is a Charter City with a Council-Manager
form of government. The 11-member City Council represents
the entire community under the Council-Manager form
of government. The Mayor is elected Citywide, and
Council members are elected to represent each of
the ten Council Districts. The City Manager is appointed

chief administrative officer of the City and is responsible

ANTI-GRAFFITI PROGRAM
The purpose of the Anti-Graffiti Program is to further
beautify San José by preventing and removing
graffiti through community empowerment, education,
eradication and enforcement. To volunteer and receive
free paint to cover up graffiti or to report graffiti,

HAZARDOUS
WASTE
HOUSEHOLD CHEMICAL DISPOSAL
Unwanted household products labeled as flammable,
toxic, corrosive or reactive are household hazardous
wastes (HHW). The most common products include paints
and thinners, cleaning chemicals, aerosols, batteries,
automotive fluids, and pool and garden chemicals.
It is illegal to dispose of HHW through your regular
garbage collection service. Disposal services are
provided free-of-charge to all San José residents
through a countywide collection program. Weekend
HHW drop-offs are held monthly in locations throughout

HOUSING
ISSUES
HOUSING REHABILITATION
The City of San José Housing Department has
a program that offers low interest home repair loans
to qualifying lower income property owners. This
program is available for owners of single-family
homes and mobile homes. To receive current program

LEGAL ISSUES
The Legal Aid Housing Project offers a wide variety
of housing services to low and moderate income families;
free tenant/landlord counseling, and mediation services
are also provided. Some of the issues dealt with
are: evictions, deposits, utility shut-offs, lock-outs,
abandonments, repairs, rent withholding, rent raises,
and housing discrimination. Counselors are available
to assist with selected cases. Stop by 480 North

LIENS ON PROPERTY FOR DELINQUENT REFUGE SERVICE
PAYMENT
If a party is delinquent with Recycle Plus charges
for more than four months, applicable delinquent
charges may be subjected to the City of San José lien
process. For more information, call the City of San

HOME REPAIRS
The City of San José Housing Department offers
low interest home repair loans and grants to qualified
property owners. This program is available to owner
occupants of single-family homes and mobile homes
and owners of small rental properties. Income limits

HOUSING CONSTRUCTION
The City of San José Department of Housing
provides low-interest loans to experienced non-profit
and for-profit developers to construct, acquire and
repair housing units in projects that include more
than eight dwelling units. Such projects provide
housing that is affordable to low, very low-and moderate-income
families or households. Apartments for families and
seniors are the primary focus of this program, but
loans may also be made for Single Room Occupancy
Hotels (SROs), homeless shelters, and other special

FIRST TIME HOME BUYER PROGRAM
The City of San José Department of Housing,
working with other public lenders, has a program
to help low-to-moderate-income renters become homeowners.
A variety of borrowing plans are available, including
low down payments (3%) and rehabilitation loans for

HOMELESS SERVICES
Information and referrals to shelters, transitional
housing and other services (meals, food, medical
services, employment, clothing and emergency assistance)

LAND
DEVELOPMENT ZONING AND PLANNING
GENERAL PLAN
The General Plan is the adopted statement policy
for the physical development of San José.
Every property in the City has a land use designation
in the General Plan. All development, major streets
and highways must be consistent with the General
Plan. Copies of the General Plan are available at
many branch libraries, at Room 400 of the City Hall
Annex, or by calling (408) 535-3555.
LAND USE
If you have questions regarding your neighborhood
and its present zoning or future land use plans,
call the Department of Planning, Building and Code
Enforcement at (408) 535-3555.
LAND USE PLANNING PERMITS
Exterior changes to any structure or building will
require a building permit and also may require a
planning permit. To obtain a planning permit and
to confirm that the use of your property conforms
with the zoning, call the Planning Division at (408)
535-3555. For building permits, call the Building
Division at (408) 535-3555.
NON-CONFORMING LAND USE
A "legal non-conforming use" is a use
that was legally established under the laws in effect
at the time the use was established. Such uses may
become non-conforming when the zoning code is amended,
but are still considered legal. However, certain
uses, because of their potential "adverse effect" on
the community, may be restricted or discontinued.

PUBLIC HEARING/PUBLIC NOTIFICATION FOR LAND USE
CHANGES
Any significant development decision requires a
public hearing and public notification. All property
owners within 300 feet of a project are notified
by mail. The notice briefly describes the project,
the location, and the date and time of the public
hearing. Neighborhood associations also receive notice
of any project in their area. Call the Department
of Planning, Building, and Code Enforcement at (408)
535-3555 for information on any development or change
in land use, or with a request to be placed on a
mailing list.
REAL ESTATE
The Department of Public Works Real Estate Division
acquires land and/or easements for City of San José projects.
It also provides relocation assistance service to
residents displaced by public projects. The office

ZONING
Zoning is the basic means of land use regulation.
Before leasing or purchasing property for a specific
use, it is important to confirm that the use is allowed
by zoning. Certain uses require a special or conditional
use permit or may be prohibited in a specific district.

LIBRARY
DISABILITY ACCESS
People who have TTY equipment at home may communicate
with library staff by dialing (408) 808-2130. The
Reading Edge, an assistive device for people with
visual disabilities, is
available at the Dr. Martin Luther King, Jr. Main
Library. Disability Outreach Services provides
monthly home delivery of library materials to eligible
residents who would otherwise have no access. To

The Main Library houses Books Aloud, a non-profit
organization providing home delivery of audio books
for residents with disabilities. For information,

The library makes available a broad range of information

at all libraries. General Reference Services includes
names of elected and corporate officials, small business
and investment resources, auto repair manuals, used
car values, health care information, and more. Besides
fiction, Adult Services provides access to information
on a broad range of topics in book and video format,
with collections featuring practical information,
such as computers, careers, how-to-do-it, self-improvement,
citizenship, ESL, and more. Youth Services provides
educational materials as well as resources for parents

locate one of several Homework Centers offering curriculum
support materials and personal computer access. Language/Media
offers entertainment and informational videos, language
and citizenship learning kits, and books-on-tape.
Residents with computers and telecommunications capabilities

LITERACY TUTORING
Partners in Reading provides free, one-on-one tutoring
for English-speaking adults who read eighth grade

The center provides training and workshops, technical
assistance, a resource library and computer lab,

NEIGHBORHOOD GRANT PROGRAMS
COMMUNITY ACTION AND PRIDE (CAP)
Grants are intended for individual neighborhood
groups (both established and emerging) who seek projects,
services, and activities that will foster or enhance
safety so as to reduce blight and crime, as well
as improving the quality of life in a neighborhood.

COMMUNITY FOUNDATION SILICON VALLEY
NEIGHBORHOOD GRANTS PROGRAM
Grants of $1,000 to $5,000 are available to neighborhood
groups (new and existing) to conduct activities that
strengthen or build community, improve neighborhood
conditions, and address issues important to neighborhood
quality of life. Projects must be neighborhood-based
and initiated and implemented by neighborhood residents.
Grants also provide technical assistance in the areas
of community organizing, leadership development,
budgeting/financial management and board training.

NEIGHBORHOOD SERVICES DIVISION
The Division of Neighborhood Services is working
in association with community-based organizations,
neighborhood associations, and individual residents
to improve neighborhoods. This is done through a
variety of neighborhood clean-ups, and grant programs,
and the development of programs to improve the relationship
between neighborhoods and schools. Services provided
by the Neighborhood Services Division include: Neighborhood
Development Center (NDC), Project Crackdown, Anti-Graffiti
Program, Project Blossom, and Weed and Seed. The

SENIOR SERVICES
The City's Office on Aging provides services and
programs for persons age 50 and older. Six senior
centers and five senior programs at community centers
offer meals, recreation, classes, services, and information
at locations throughout San José. In addition,
the Office on Aging's Citywide Senior Services provides
the Retired and Senior Volunteer Program, the Senior
Companion Program, trips and tours, the Senior Employment

WEED AND SEED
Weed and Seed is a federally funded program based
directly on San José's Project Crackdown model.
The focus of the program is to "weed out" violent
crime, gang activity, drug use, and drug trafficking
in selected neighborhoods. Community resources are
then used to "seed" the target area for
social and economic revitalization and long-term
stability. There are four elements to the project:
law enforcement, community policing, preevention,
intervention, treatment, and neighborhood restoration.(408)

NEW
CITY HALL
The new Civic Center site is located on East Santa
Clara Street betweenFourth and Sixth Street in downtown
San José. The building layout includes an
18-story tower on the east side of the site; a three
story Council wing on the west side of the site;
a centrally located domed rotunda that will reach
a height equivalent of 7-8 stories; a large plaza
opening onto Santa Clara Street framed by a curved
wall; and one level of 400 underground parking spaces.
The new City Hall will include 530,000 square feet
of office and public space, and will be built with
sustainable design principles.

PERMITS/LICENSES
BICYCLE LICENSING
Bicycle licensing can be completed at your local
fire station. Call (408) 277-4444 to obtain the address
of the nearest fire station in your area that provides
this service.
STOLEN BICYCLE
If a bicycle is stolen, the theft should be reported
immediately to the Police Department at (408) 277-8900.
To report a theft in progress, call 9-1-1. Stolen
bicycles recovered by the Police Department, whose
owners have been determined, will be notified by
mail as to when to pick up their bicycles. If not
reclaimed by the owner, bicycles are subsequently
auctioned off by the Purchasing Division of General
Services. Auctions are held periodically throughout
the year. Found bicycles, as well as other found
property, are kept for 90 days and are then auctioned.
BUILDING PERMITS
In order to ensure that all work performed on a
structure is done in accordance with the safety standards
set forth by the City of San José Municipal
Code and the State Uniform Building Code, it is necessary
to obtain building, plumbing, mechanical and electrical
permits. The permits must be obtained before beginning
any construction work. Applications for permits can
be obtained through the Building Division, at
City Hall. If you have any questions as to whether
or not a building, plumbing, mechanical, or electrical
permit and/or inspection is required by the City,
call the Building Division at (408) 535-3555.
BUSINESS TAX
Anyone engaged in business within the City of San
José must pay a business tax to the City before
starting a business. Applications may be obtained
at City Hall or from the Internet at www2.csjfinance.org. City staff in the Treasury
Division will be willing to answer your questions

CONDITIONAL USE PERMIT
There are certain uses of land or types of businesses
(such as child day care centers, tune-up or oil change
facilities, drive through uses, churches) that may

Many land use permits in the Julian-Stockton Redevelopment
Project Area and the Downtown Core Area are issued

TRANSPORTATION
BUS AND RAIL TRANSIT
Valley Transportation Authority (VTA) (408) 321-2300.
The Downtown Information Center is located at 2 North
First Street, http://www.vta.org. Obtain monthly
passes, tickets, receive personalized trip planning
assistance, maps, schedules, brochures, lost and
found assistance, and general information.
Buses (VTA) (408) 321-2300. 69 bus routes are operated
by VTA serving Santa Clara County and parts of San
Mateo and Alameda counties. Frequencies and hours
of service vary by line and day of week. Every 15-30
minutes weekdays. Bus line 22 provides service 24
hours a day.
Light Rail (VTA) (408) 321-2300. Light Rail service
runs seven days a week, 24 hours a day. Trains that
run on the Guadalupe Line (Santa Teresa to Baypointe)
operate every 10-15 minutes on weekdays and weekends.
Trains that run on the Tasman Line (Milpitas to Mountain
View) operate every 15 minutes during weekday peak
hours, every 30 minutes midday and weekends, every
15 minutes on Saturdays, Sundays, and holidays, and
every 30 minutes during the evening.
Historic Trolleys (VTA) (408) 321-2300. Seven days
a week from Memorial Day through Labor Day (weather
permitting) from 9 a.m. - 5 p.m. on weekdays and
10 a.m. - 6 p.m. on weekends. Historic Trolleys are
not accessible to wheelchair users.
FREE SHUTTLES
Airport Flyer (408) 321-2300. Service to San José International
Airport, Santa Clara Caltrain station and Metro/Airport
Light Rail station. Every 10-15 minutes on weekdays,
and every 15 minutes on weekends.
Downtown Shuttle (DASH) (408) 321-2300. Service
connects Caltrain station with Light Rail line, transit
mall, Convention Center and San José State
University. Shuttle runs from 6:15 a.m. - 10:25 p.m.
at 7-10 minute intervals.
IMMEDIATE CONCERNS
To report any problem in the street, such as fallen
tree limbs, debris or a large dumped object, sewer
or oil spills, over-watering from landscape median
islands, a missing stop sign, a traffic signal that
is not working, weed debris along roadway, or flooding,

PARKING
The Parking Program supports businesses, residents,
and special activities throughout the City. Program
elements include: Management and Operation of downtown
City-owned parking facilities (408) 794-1426, Parking

Appeal Process. Parking citations must be submitted
in writing within 21 days to the Office of Parking

PAVEMENT MAINTENANCE
Pavement maintenance services are provided under
two programs to preserve and repair the City’s
2,300 miles of streets: preventive maintenance, and
emergency services. Pavement reconstruction would
be necessary when normal maintenance is no longer

SANITARY SEWERS
To keep all sanitary sewer lines clear and flowing,
our sewer crews clean, inspect and repair lines under
our preventive maintenance program. Our sewer crews
also respond to sewer back-ups and spills 24 hours

SIDEWALK, CURB, AND GUTTER REPAIR
The property owner is responsible for keeping the
sidewalks in front of his/her property in a safe
and usable condition. If you notice sidewalk damage,

STREET LANDSCAPING AND WEED ABATEMENT
City crews perform scheduled landscape maintenance
on street rights-of-way and scheduled weed abatement
of unimproved lands. To report a weed complaint or

STREET TREES
The maintenance of street trees is the responsibility of the property owner. If trees in the public right-of-way need to be pruned or removed, contact the City Arborist’s Office at (408) 277-2762 or arborist@sanjoseca.gov. Tree Removal permits for trees on private property can be obtained by calling the Planning Division at (408) 535-3555. For emergency tree concerns, call (408) 277-4373.
TRAFFIC SIGNALS
To report equipment malfunctions (such as a burned
out lamp) call the Department of Transportation dispatch
at (408) 277-4373. If you have a concern regarding
the timing at a traffic signal (e.g. not enough green
time for a particular movement), call the Traffic
Signal Management Unit at (408) 535-3850 or e-mail

program called Volunteer San José. Volunteers

run a giant Monopoly board, or coach youth sports

EMERGENCY SERVICES
MIKE MICELI, DIRECTOR
The Office of Emergency Services (OES) provides
community education and outreach regarding disaster
preparedness and response including the San José Prepared!
program, and coordinates the delivery of citywide
employee staff training on disaster preparedness,
response and recovery. OES is also the Point of Contact
for the City’s Metropolitan Medical Task Force,
a multi-department terrorism preparedness and response
joint venture with the Federal government’s
Department of Homeland Security, and provides the
focus for the Virtual Security Department. OES provides
centralized emergency management for the City during
major emergencies/disasters by maintaining an Emergency
Operations Center (EOC) in a constant state of readiness.
OES maintains the City's Emergency Operations Plan
and conducts annual functional drills/exercises as
mandated by State and Federal guidelines; and operates
and maintains the official San José Weather

FIRE DEPARTMENT

The San José Fire Department provides service
and protection to residents and visitors from the
devastation of fires and hazardous material incidents,
and assists in medical emergencies. In addition,
the Fire Department reviews building plans (blueprints)
to ensure that new and remodeled buildings meet the
appropriate life safety codes. The Fire Department
also inspects buildings for fire and other safety
hazards. The Fire Department presents fire safety

Role Model/Tutor program, a ride-along program (Fire
