The ENGINEERING & CONSTRUCTION SERVICES DIVISION has six sections that provide engineering and technical services in support of the Department mission. The Sections and the services they provide are as follows:

Material Testing Laboratory - Provides pavement design and evaluations of existing roadway sections, geotechnical investigations and log of boring, plans and specification review, construction materials submittal review, plant inspection, field and laboratory testing of construction materials and development of new material specifications and testing methods.

Surveying - Provides professional land surveying services in support of the design, construction, and improvement of City infrastructure and facilities. Key services include: boundary surveys, topographic surveys, construction staking, legal descriptions and plats, pavement striping layout, construction document checking, and City monument preservation.

Sanitary Sewer section manager is Michael O'Connell, Senior Civil Engineer, and his section has responsibility to:
- Master-plan the City's sanitary sewer system to meet the future demands for sewer capacity.
- Design and construct improvements to enhance the capacity of the existing sewer system to meet current and future needs.
- Design and construct improvements which will rehabilitate older, deteriorated sewers so as to extend the useful life.

Construction Management Services (CMS) - Responsible for Underground Service Alert (USA) locating and construction inspection of utility infrastructure and construction of infrastructure by other public agencies on City streets. Coordinates the formation of Rule 20A and 20B (In-Lieu Fee) underground utility districts. Plan review services and construction management of sanitary and storm capital improvement projects.
