Principal Division Manager: Neil Stone
The Public Works Real Estate Division provides both property acquisition and real property asset management services.
Property acquisition services include:
- Assisting clients in determining what type of property right should / should not be acquired.
- Identifying sites to meet the client's needs.
- Securing environmental site assessments.
- Ensuring property acquisition is in compliance with requirements of the California Environmental Quality Act [CEQA] .
- Obtaining and reviewing title reports and underlying title documents.
- Ordering appraisals.
- Making the offer to purchase and negotiating an agreement.
- Processing agreements for City Council approval -- processing escrow.
- Preparing the City Council memo for Public Use and Necessity Hearings - providing services to the Office of the City Attorney throughout the condemnation process.
Real Property Asset Management services include:
- Creation and maintenance of a City-owned property inventory and data base - the City owns approximately 1200 parcels.
- Leasing
- City as Landlord - the Division currently administers 36 lease agreements.
- City as Tenant - the Division currently administers 23 leases: 150,000 square feet of office space and 100,000 square feet of warehouse space in 19 buildings for 21 distinct City operations.
- Lease of City-owned property to telecommunication companies - the Division currently administers 24 agreements with 7 different companies for placement at 28 City-owned sites and administers placement of pay telephones at 130 City-owned sites.
- Maintenance of City-owned properties.
- Processing the grant of rights over City-owned property.
- Sale of Surplus properties.
