MINUTES OF THE REDISTRICTING ADVISORY COMMISSION


SAN JOSE, CALIFORNIA WEDNESDAY, APRIL 25th, 2001

The Redistricting Advisory Commission of the City of San Jose convened in a Public Hearing at 7:05 p.m. in the Student Activities Center at Silver Creek High School

Chairperson Fiscalini called the meeting to order at 7:05 p.m.
  1. APPROVAL OF THE MINUTES OF THE APRIL 18, 2001 ADVISORY COMMISSION MEETING

Discussion/Action: Item deferred to the May 2, 2001 meeting.

  1. PUBLIC HEARING
Documents Filed: Letter from Berryessa Citizens Advisory Council

Discussion/Action: Chair Fiscalini opened the public hearing and announced that the next hearing is scheduled for May 9, 2001, at the Willows Senior Center in Willow Glen. Deputy Director Kent Edens emphasized that the Redistricting Plan has not been finalized. He explained that the “Starting Point” Plan was developed as a result of the criteria adopted by the Commission and will be revised as the process continues. The following individuals spoke on the Redistricting Plan: Gene Wagner; Amelia Hill, Hardy Childers, Dianne Lemke, District 2 and Oak Grove School District; John Klimaszewski, Santa Teresa Foothills Neighborhood Association; Patricia Martinez-Roach; Amor Santiago, Asian Americans for Community Involvement; Rick Caton; Rubie Golart, Ronald Golart, District 5 and Mt. Pleasant Neighborhood Association; Matthew Mo, Berryessa District; Jackie Maruhashi, Asian Law Alliance; Lisa Creps; Mark Bowan; Jim Zito; Hung Nguyen, Jose Villarreal, Andy Diaz, District 7; Lon Nguyen, District 8 and Vietnamese-American Forum; Rick Calendar, President of the Silicon Valley Branch, NAACP; Jennifer Hernandez, Evergreen Youth Advisory Council. Kathy Chavez-Napoli, Santa Clara County Redistricting Advisory Committee, invited the public to attend their meeting of May 16, 7:00 p.m., in the County building. Chair Fiscalini introduced Councilmembers present at the meeting: David Cortese, Forrest Williams, and Nora Campos. He emphasized that the City is legally required to review census figures every ten years to determine if population changes will result in District boundary modifications. He reviewed the Commission’s adopted criteria and indicated that this and other information is posted on the City’s web site.

IV.      OLD BUSINESS

A. Update on availability and timing of race/ethnicity data using the “Hispanic Exclusive” methodology

Discussion/Action: Discussion/Action: Mr. Edens reported that staff is pursuing the issue of using “Hispanic Exclusive” data; however, he believes it is not necessary to purchase software for this purpose. He indicated that staff is working on a data-sharing agreement with the County of Santa Clara
