The Redistricting Advisory Commission of the City of San Jose convened in Regular Session at 7:03 p.m. in Conference Room 106 of San Jose City Hall.

Chairperson Fiscalini called the meeting to order at 7:03 p.m
  1. APPROVAL OF THE MINUTES OF THE MAY 16, 2001 ADVISORY COMMISSION MEETING

Discussion/Action: The Minutes were approved. Vote: 9-0-2. Absent: Dean, Sanchez.

  1. Final Vote on District Boundary Changes, including responses to Commission comments from the May 16, 2001 meeting.

Discussion/Action: Michael Bills, Planning Department, summarized the “Ten Percent No. 4” map, and indicated that staff had developed solutions in response to concerns expressed by Commissioners at the previous meeting. He reported that the total variation remains at 9.5% and that the total transfer population has been reduced to 38,754, which represents approximately 4.3% of the City’s total population. He commented that there have been minimal changes resulting from the redistricting process. Regarding race and ethnicity, he noted that there has been minimal change to existing Council districts. Commissioner Fuentes distributed a memo to the Commission expressing her concerns regarding changes to District 8, and moved to revise the Plan. Commissioner Christensen seconded the motion. On a call for the question, the motion failed: Vote: 2-8-1. Noes: Arreola, Fadness, Johnson, Ota, Powers, Sanchez, Wilson; Fiscalini. Absent: Dean. Upon motion by Commissioner Fadness, and unanimously approved, the Commission recommended City Council approval of the “Ten Percent No. 4” Plan map. Vote: 10-0-1. Absent: Dean.
  1. Review and Possible Action on a Draft Report from the Commission to the City Council
Documents Filed: Draft Memorandum “Report and Recommendation for Redistricting Ordinance” from the Redistricting Advisory Commission to the City Council.

Discussion/Action:: Chair Fiscalini expressed appreciation to the staff in preparing the document for Commission review. Commissioner Fadness noted that Page 3, “Recommendations,” No. 2, should be corrected as follows: “The Commission also recommends that the City Council consider a Charter amendment to change the beginning of the 120 day period for the Commission to submit its report to start from receipt of federal census data or from the appointment of the Commission, whichever is later, to allow future commissions ample time to complete the redistricting process.” Commissioner Christensen requested that staff include the “voting age” population by District in its report to the City Council and that the Commission consider recommending that the City Council consider, at mid-decade when the population estimates are available, a City Charter amendment to add seats to the Council. Commissioner Wilson recommended that the study be conducted within two years of potential population shifts. Chair Fiscalini expressed his appreciation to the Commission and staff for their work on the redistricting process. Upon motion by Commissioner Fadness, and unanimously approved, the Commission recommended City Council approval of the Redistricting Report, with the correction to “Recommendations” as noted; recommended a mid-decade study of potential population growth; and recommended that “voting age” population per District, be added to the report. Vote: 10-0-1. Absent: Dean.
IV.      PUBLIC COMMENT

Discussion/Action:Jackie Maruhashi, Asian Law Alliance, commended the Commission and staff for their efforts in the redistricting process.
