The estimated unfunded retiree healthcare liability for the City of San Jose is currently estimated to be as high as $1.65 billion based on the most recent actuarial analyses. Factors that contribute to the amount of the liability include the level of the retiree medical benefit, escalating costs in medical premiums, the increasing number of retirees, and the City's current level of funding for retiree healthcare benefits. It is critical that the City, in partnership with employees, retirees, the retirement boards and union representatives, take prudent measures to address the liability; otherwise this liability will be even more costly in the future.
