Residential Permit Parking (On-Street)

The purpose of the residential parking permit program is to limit the intrusion of non-residential and commuters parking in residential neighborhoods, where such parking practices have negatively impacted the residential area. Every effort shall be made to achieve this purpose with a minimum impact on adjacent commercial establishments, residences, and institutions. The residential permit parking program is not a regular City service. In cases where there is a demonstrated need for the program, the City will assist the neighborhood in implementing it.

City's Guidelines for evaluation of a potential Residential Permit Parking

  • The area is primarily residential
  • Majority of residences are owner occupied
  • Permit area is sufficient in size to eliminate rather than relocate the problem
  • Peak on-street occupancy is at least 75%
  • At least 50% of peak occupancy are non-resident parkers

Types of Parking Permits

  • Resident Permit (1 per currently registered vehicle - limit 3 for Horace Mann & S.U.N. areas)
  • Employee
  • Guest Parking Permit (maximum of 2 guest permits per address, maximum of one permit for non-resident owner)
  • Single Use Permit (maximum 50 permits for a period not to exceed 72 hours) for special occasions only
    • This permit does not guarantee you a parking space.
    • This permit authorizes you to park in the restricted residential parking zone indicated on the permit only
    • This permit is NOT valid in time restricted parking zones, parking meters, loading zones, or other restricted parking zones.
  • Special Use Permit (maximum of 90 days) for non-standard uses ($25 fee may apply per permit)

Permits are valid for one or two-year period depending on the RPP zone. Residents within the permitted zones are entitled to a maximum of two guests hangers per household and a permit sticker per vehicle. The vehicles must be registered to an occupant of the residence. A non-resident property owner may obtain one guest permit hanger.

Parking citations will be issued to any vehicle parking in a permit area without the appropriate permit. The current minimum citation for a permit parking violation is $51.00

Detailed information on Residential Permit Parking can be obtained from the City of San Jose Municipal Code Chapter 11.48. Permits are issued at 200 E. Santa Clara Street, Monday-Friday from 8:00am-4:30pm. The office is closed on legal holidays.
