Project Description: The Additional Digester Facilities Upgrades Project (Project) would replace
existing digesters at the San José-Santa Clara Regional Wastewater Facility (Facility) and improve the
overall efficiency and sustainability of the Facility. The Project includes: demolition of several existing
structures; construction of six new digesters and associated infrastructure; construction of a new Fats, Oils, and Grease (FOG) receiving facility and associated infrastructure; and general site improvements such as rock landscaping, paving and grading, signage, street lighting, and exterior and interior lighting.
Location: The Project is located in northern Santa Clara County, within the Facility at 700 Los Esteros
Road in the City of San José. The Project site is bound by Los Esteros Road to the north/west and Zanker Road to the east, and is located within the Facility’s operational area.
As the Lead Agency, the City of San José will prepare a Supplemental Environmental Impact Report
(SEIR) to the San José/Santa Clara Water Pollution Control Plant Master Plan (PMP) EIR (SCH
#2011052074) for the Project. The City welcomes your input regarding the scope and content of the
environmental information that is relevant to your area of interest, or to your agency’s statutory
responsibilities in connection with the Project. If you are affiliated with a public agency, this SEIR may
be used by your agency when considering subsequent approvals related to the Project.
Scoping Period and Public Comment Submittal: Consistent with CEQA, publication of this Notice of Preparation starts a 30-day public scoping period, from October 27, 2025 to November 26, 2025. Written comments on the scope of the SEIR must be received by the City of San José no later than 5:00 p.m. November 26, 2025. Please submit written comments:
