PROJECT DESCRIPTION
The project consists of the installation and operation of a double-sided programmable electronic sign on City-owned property in accordance with Title 23 of the San José Municipal Code and Council Policy 6-4. The proposed billboard structure would be a back-to-back design in a 15-foot spread “V” structure. The proposed structure would be approximately 80 feet in height overall. The billboard frames would be approximately 14 feet by 48 feet and would be equipped with upper and lower rear catwalks extending along the length of the back of the billboards.

The project site is at an unaddressed City-owned property on Willow Street. The nearest address to the project site is 385 Willow Street, San José, California 95110.

The Draft subsequent Initial Study/Mitigated Negative Declaration (IS/MND) will be circulated for 30 days, from February 5, 2025 to March 7, 2025. The draft IS/MND and associated appendices are available for review below, as well as at the Willow Glen Branch Library and at the Dr. Martin Luther King, Jr. Main Library in downtown San José.
The public is welcome to review and comment on the draft documents linked below. Public comments must be submitted to the Environmental Project Manager no later than 5:00 PM on March 7, 2025.
