OLIVE program moves lived-in vehicles from impacted streets

The City’s Oversized and Lived-In Vehicle Enforcement (OLIVE) program is making quick progress. The program clears select, large groups of motorhomes and other large vehicles that are parked on impacted city streets. After moving these vehicles, we can then remove trash and biowaste, sweep the street, and give neighbors some relief. 

Thirty OLIVE sites are scheduled to be established by the end of the fiscal year, on June 30. The program started mapping congregations of oversized and lived-in vehicles in 2024. In January 2025, the Department of Transportation established the first OLIVE site, on Chynoweth Avenue. Since then, we have cleared 10 OLIVE sites.

The OLIVE program will continue in the 2025-2026 fiscal year. Fifty new sites are slated to be established, cleared, and cleaned. Our parking officers are driving every street in the city, noting large, lived-in vehicles. All the data they collect will be mapped and ranked based on:

  • How close vehicles are to sensitive areas. These include schools, parks, waterways, storm drains, and emergency interim housing sites; 
  • The number of vehicles congregated in an area; 
  • Site conditions including levels of observed trash, biowaste, and potential obstructions; 
  • How near vehicles are to Priority Safety Corridors and bike lanes; and 
  • City Council office priorities.
