The City of San José has prepared an application to the State of California, Department of Housing and Community Development (HCD) to earn a Prohousing Designation.
The Designation is awarded to cities and counties with policies and programs in place that support affordable and market-rate housing production and preservation. Earning the Prohousing Designation will enable proposed housing and transportation projects in San José to earn additional points on certain competitive funding applications. Additionally, the City will be able to apply for certain incentive grant funds from HCD to support housing production.
Please note that this application summarizes existing policies and programs consistent with the municipal code and as defined in San José’s certified 2023-2031 Housing Element.
The public comment period opens on July 18 and will conclude on August 17, 2025. Please visit the San José Housing Department’s Resource Library to review the application.
Community members are invited to review the application and provide comments in two different ways:
- To provide written comment on the application, send an email to HSG-policy@sanjoseca.gov with “Prohousing Designation Application” in the subject line.
- To provide live comments and learn more about the Prohousing Designation and application, please attend the Housing Department’s August community engagement series meeting on Thursday, August 7, 2025, from 4pm to 5pm. This online meeting is open to everyone.
