The City of San José is taking a closer look at its guiding document and blueprint for future growth with the launch of its General Plan Four-Year Review. City Planners will work with the Planning Commission Task Force to evaluate goals and strategy for housing, jobs, urban villages, and more. The discussions will inform updates to the Envision San José 2040 General Plan General Plan, adopted in 2011.
The nine-month review will focus on four topic areas:
- Strategies for sustainably Increasing Residential Capacity;
- Addressing the lack of Missing Middle Housing, homes like duplexes or smaller condominium and apartment complexes;
- Calibrating the Jobs to Employed Residents Ratio, a measure of how many people live in San José but commute elsewhere for work; and
- Evaluating the planning strategy around the City’s 60 Urban Villages, areas designated for residential and commercial growth.
After the review process ends in June 2026, City Planners will study feedback and bring suggested General Plan amendments to the Planning Commission and City Council for approval in the Fall of 2027.
City Planners will also organize four open houses, starting early next year for the community to learn more. Opportunities for online feedback will also be provided.
