4-Year Review: San José Looks Ahead, Shaping the Future of Housing and Jobs
The City of San José is taking a closer look at how the city grows with the launch of its General Plan 4-Year Review. The process that will shape where we add housing, support jobs, and strengthen neighborhoods for decades to come.
The General Plan is our long-term blueprint for growth, guiding everything from housing and land use to transportation and open space. Adopted in 2011, more than 14 years ago, it’s time for as status check to reflect on the progress made, today’s changing needs, and policy priorities.
Led by the City’s Planning, Building and Code Enforcement Department, the nine-month review will explore key questions about housing, jobs, and sustainable development.
“The General Plan is more than a policy document. It’s a shared vision for the San José we want to build together,” said Chris Burton, Director, PBCE. “We’re asking residents to help us shape that future by understanding the goals and values that guide how our city grows.”
After the review process ends in June, City planners will study feedback and bring suggested General Plan amendments to the Planning Commission and City Council for approval in the Fall of 2027.
“The General Plan is one of the most important documents for any city, and we are committed to keeping our community informed and engaged as we carefully weigh what San José needs for decades to come,” said Manira Sandhir, Planning Deputy Director, PBCE.
What’s Under Review
The 4-Year Review will focus on:-
Strategies for sustainably Increasing Residential Capacity

Addressing the lack of Missing Middle Housing, homes like duplexes or smaller condominium and apartment complexes.

Calibrating the Jobs to Employed Residents Ratio, a measure of how many people live in San José but commute elsewhere for work

Evaluating the planning strategy around the City’s 60 Urban Villages, areas designated for residential and commercial growth

We welcome your input! The General Plan 4-Year Review Task Force will meet roughly once a month, starting in October and you’re invited to give public comment in person or watch online.
Four community open houses will also give neighbors insight on how and why decisions about housing, transit, jobs and more are made. The first will happen early next year.
