Downtown Projects will Improve Safety and Traffic over Next Three Years

The City of San José will build five major street safety projects in Downtown over the next three years. The projects will calm traffic, make it safer and easier to bike and walk, and even make driving and parking more intuitive.

The Downtown Bikeways Quick Strike Project will upgrade the bikeways on Third, Fourth, and San Salvador streets. We will replace the existing plastic posts with concrete curbs, providing better protection. The project will also upgrade existing bike lanes on Second and Third streets by adding a shared frontage lane. There, bike riders will share the road with slower local traffic. To the northeast of Downtown, the Taylor Street / Mabury Road bikeway connection to the Berryessa BART station will also have plastic posts replaced with concrete curbs.

Construction starts this fall and is expected to continue through March of 2026. The City will work carefully to minimize disruption during major events in 2026.

Balbach Park Transportation Improvements

The Balbach Park Transportation Improvements Project will improve safety and accessibility along portions of Auzerais Avenue, Woz Way, and Almaden Boulevard. Those streets will see improved sidewalks, bike lanes, signage, and curb ramps. Additionally, the traffic signal at Reed and First streets will be upgraded and crosswalks with flashing beacons will be installed at Woz Way and Locust Street and William Street and Market Street.

Construction starts this winter and is expected to continue through spring of 2026.

The San Fernando Better Bikeway Project will upgrade the existing protected bikeway along San Fernando Street from plastic posts to concrete. Traffic signals will be modified to better serve people riding bikes. And intersections will be upgraded to slow vehicle speeds, shorten crossing distances for people walking, and increase visibility for everyone using the street.

Construction starts in March of 2026 and is expected to continue through March of 2027.

Julian-St. James Couplet Conversion

The Julian-Saint James Couplet Conversion Project will convert the remaining one-way portions of Saint James and Julian street to two-way. It will also convert the section of North Third Street between Julian and Saint John streets to two-way. Other improvements will include street light upgrades, new signage, accessible curb ramps, and high-visibility crosswalks.

Construction is expected to start in April of 2027 and continue through August of 2028.

The Willow-Keyes Complete Street Project will calm traffic, improve bicyclist and pedestrian safety, and add landscaping along Willow Street, Graham Avenue, and Keyes Street between Lelong Avenue and Third Street. Existing sections of streets with four lanes will be reduced to two so that safety features can be added. Roundabouts will be constructed at the following intersections:

  • Willow Street, Harliss Avenue, and Lick Avenue
  • Willow Street, Mastic Street, Graham Avenue, and Goodyear Street
  • Goodyear Street and Sherman Street

Construction starts in fall of 2026 and is expected to continue through 2027.
