Upload Your Project Files
Here are instructions for uploading project files for review by the Building Division, Planning Division, Public Works Department, and Fire Protection Bureau.
This webpage explains how to upload files for a non-SJePlans electronic plan submittal. For instructions on plan contents, find your type of project in the “Plan Requirements and Checklists” section at Building Bulletins & Forms.

Non SJePlan Projects Types that Require EPR Submittal Method
- Best Prepared Designer Projects
- Over-the-Counter (OTC) Permit Service (if you qualify for OTC, be sure to use it!)

- Streamlined Tenant Alteration Review (STAR) Service

- Submittal of large files (over 1gb) not accepted through SJePlans
how to UPLOAD FILES
FORMAT THE FILES. Before uploading, please be sure that files are formatted and named according to these Electronic Plan Review guidelines.
ZIP THE FILES. If you have multiple files, we strongly prefer that you bundle them in a zip folder. How to zip your files:
- Select your files in Windows Explorer by holding the shift key and left-clicking the desired files. This will highlight the files.
- Right-click the highlighted files, then select “Send To > Compressed (zipped) folder”.
- After zipping your folder, name it according to the Plan Check number or Property Address, as instructed in the Electronic Plan Review guidelines.
STEPS TO UPLOAD THE FILES
You may want to open a second window so that these instructions stay visible to you while the SJPermits.org site is open.
Important Notice for Electronic File Uploads: Please be aware that uploading files to our system will not automatically initiate any action by the City.
You must have an active application in progress or be initiating a new non-SJePlans application in the next 30 days and notify the staff handling your application that you have uploaded the necessary files.
STEP 1 - Log in to SJPermits.org
- If you do not already have an account at SJPermits.org, see Account Setup Guide at Online Permits at SJPermits.org. You must have an account to upload files.
STEP 2 - Under MY SERVICES, Click “Electronic File Upload” Button.
A new window tab will open automatically.
STEP 3 - Search for Project Property by Address or APN
STEP 4 - Select Search Results
Select the correct project address by clicking the address row.
If there is more than one matching result for the correct address, any match/row may be selected.
STEP 5 - Choose Files
You will need to repeat these steps for each file to be uploaded.
- Click “Choose Files” button.
- Locate your Project Files on your computer. Select your zipped up folder or project files from your computer and click “Open”.

Click “Upload”.
STEP 6 – Verify Files
Verify that your files have successfully uploaded.
You may view and delete uploaded files for 1 day.
All uploaded files will be automatically deleted after 90 days.
STEP 7 – Notify City Staff
After verifying your files have has been successfully uploaded, close the window.
You can repeat these steps to view previously uploaded files for 1 day.
If you have additional projects to upload, use the “Return to Search Page” button to locate another project property to upload files.
Follow instructions in your application to notify City staff working on your project(s) that the files have been uploaded. Uploading files will not automatically initiate any action by the City.
