Municipal Code Chapter 20.80 - Demolition or Removal of Buildings

The demolition of a structure requires a building permit if the project is any of the following:

  • Full or partial demolition of a building.

  • Removal of a shed, gazebo, detached garage, playhouse, or other accessory building or structure with a floor area greater than 120 square feet. If the structure is 120 sq. ft. or less, then a permit is not required.

  • Gutting of a commercial tenant space when done separately from securing a permit to make tenant improvements; in this case, no weight-bearing walls may be removed. When demolition is performed in conjunction with tenant improvements, the building permit secured for those improvements covers the demolition.

> Project Plans - Select the plan instructions according to the type of property:

 

> On the Plot Plan for a Partial Building Demolition: 
  • Show the building site and distances to property lines and to structures on the site, including any pools or septic tanks. Label all structures. 

  • Show the extent of the proposed demolition.

  • For a Commercial Tenant Space - Show how all required exits and life safety features for adjacent tenant spaces will be maintained.  

On the Plot Plan for an Entire Building Demolition:

  • Show the building site and distances to property lines and to structures on the site, including any pools or septic tanks. Label all structures.

  • Show the extent of the proposed demolition.

  • If applicable, show any non-buildable area of the building’s footprint

  • Buildable AreaFor any future buildable area of the demolished building’s footprint:
    • Hire a licensed engineer to prepare and wet-stamp a demolition, drainage, and compaction plan.
    • Provide a completed Special Inspection Form that designates the supervising engineer or Special Inspection Agency who will conduct observation of the backfill compaction and provide a compaction report to the Building Division, declaring the abated area as a buildable area. The Special Inspection Form is NOT required if the Engineer of Record (EOR) is performing the continuous special inspection. This must be stated on your plan.

  • Gas service removal - With an approved building permit, contact PG&E at least 30 days prior to the scheduled demolition to coordinate proper disconnection and removal of the gas service to the affected building. > This project is subject to a refundable Construction and Demolition Diversion Deposit (CDDD). This deposit is collected at the time of permit issuance.

Be ready — read Inspection Success.

  • The Permit Card must always be on-site and available to the inspector. 
  • Have plans and manufacturer instructions, if any, available.
  • Ensure there is access to all areas of the project work; provide a ladder if one is needed.
