A building permit is required when 25 percent or more of the roof is to be reroofed in any 12-month period. Less than 25 percent is considered a repair and does not require a permit. For most projects, it is easy to get the permit online. Other permits may be required:

Alterations to rooftop equipment - If replacing, altering, or removing solar installations or other rooftop equipment, then electrical or mechanical permits are also required.  

Historical propertiesIf the property is listed on the Historical Resources Inventory, a clearance or permit from the Planning Division is required before a reroof permit will be issued; see "How to Apply."

Reroof of multiple structures - Apply for a separate building permit for each structure that exceeds the 25% rule. Exception: On a single-family property, both the dwelling and a detached garage may be reroofed under one permit.

Why a permit is vital - To protect your safety and property from leaks, rot, and hazards, it is vital that reroofs comply with current California building codes. A City inspector will check for code compliance. Note: Insurance companies may deny claims related to unpermitted work.

Who can apply? We recommend that the applicant be a licensed contractor. See Who Can Apply for a Building Permit for others who may apply. Whoever signs the building permit application is responsible and potentially liable for all activity under the permit. See Owner-Builders Beware!

SJPermits can help. At SJPermits.org, you can pay fees, schedule inspections, check the status of a permit, and find permit records and property information. An SJPermits account is required only if you are applying for an online permit or for projects that require Standard Plan Review.    

How to Apply

In all cases, begin by using SJPermits:

  1. Go to SJPermits.org.
  2. Use the Application Wizard to be guided to the correct process and permit.
  3. The system will either issue an online permit or indicate that a Planning or Building review is first required. 
  4. If the online permit will be issued, SJPermits presents the fee and enables online payment; for more info, see Building Fees. After payment, you will be able to download the Permit Card.
  5. If the online permit will not be issued, it may be due to one of the following:

    • Historical properties must first get a Planning review and then can use the fast Simple Permit Service if the property qualifies for the service. Nonqualifying projects must use Standard Plan Review.  

    • Projects needing Building Review, due to certain materials and weight, can use the fast Over-the-Counter Service if the property qualifies for the service. Nonqualifying projects must use Standard Plan Review.

    • A completed Reroof Project Worksheet must be submitted with the building permit application for all projects that do not qualify for an online permit.
Historical Properties - A Planning review is required
Simple Projects Service - For qualifying historical properties
Over-the-Counter Service - For a reroof needing Building review
Standard Plan Review Service - For nonqualifying projects

Inspections

You will be issued a Permit Card that lists required inspections. Schedule inspections at SJPermits.org or call 408-535-3555 for assistance.

Be ready — read Inspection Success.

  • The Permit Card must always be on-site and available to the inspector. 
  • Have plans and manufacturer instructions, if any, available.
  • Ensure there is access to the work area; provide a ladder if one is needed.

Reroof Project Inspections - The City inspector will look for adherence to the requirements listed below. If the inspector finds that only minor corrections are needed and determines that the contractor or property owner can self-certify the completed corrections, then the inspector may issue a Self-Verification Form.
