Installing or replacing a water heater requires a plumbing permit. Depending on the type of water heater, an electrical permit may also be required.
Why a Permit is Vital - To protect against gas leaks, carbon monoxide poisoning, electrical hazards, or water damage, a permit followed by inspection ensures the work complies with California building codes. Note: Insurance companies may deny claims related to unpermitted work.

Who can apply? We recommend that the applicant be a licensed contractor. See Who Can Apply for a Building Permit for others who may apply. Whoever signs the building permit application is responsible and potentially liable for all activity under the permit. See Owner-Builders Beware!
SJPermits can help. At SJPermits.org, you can pay fees, schedule inspections, check the status of a permit, and find permit records and property information. An SJPermits account is required only if you are applying for an online permit or for projects that require Standard Plan Review.

For permits issued online, SJPermits.org will present the permit fee and enable online payment. Find more fee information and payment methods at Building Fees.
How to Apply
- Single-family/duplex properties - Use SJPermits.org to obtain an online permit. If the property does not qualify, use the Standard Plan Review Service.
- Multifamily and Commercial/Industrial Properties:
- Gas-Powered Water Heater Replacement - Use SJPermits.org to replace a gas-fired tank water heater with a similar water heater (like-for-like).
- To replace a gas-fired water heater with a different type of water heater or to install a water heater of any kind in a new location, you must submit project plans and use the Standard Plan Review Service.
Installation Requirements
Read the following requirements to ensure a compliant installation. After installing the water heater, schedule an inspection.
Inspections
You will be issued a Permit Card that lists required inspections. Schedule inspections at SJPermits.org or call 408-535-3555 for assistance.
Be ready — read Inspection Success.
- The Permit Card must always be on-site and available to the inspector.
- Have plans and manufacturer instructions, if any, available.
- Ensure there is access to all areas of the project work; provide a ladder if one is needed.
Where gas lines are involved, have the Gas Line Sizing Worksheet ready for the inspector.
