Digital Accessibility Statement

The City of San José prioritizes an inclusive and barrier-free environment so that people with disabilities have equitable access to City services, programs, and facilities. 

The City strives to make its website and digital services accessible in accordance with Title II of the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and the Web Content Accessibility Guidelines (WCAG) 2.1 Level AA.

Our Commitment to Digital Accessibility – Ongoing Efforts

The City of San José is actively working to ensure its website, primary web content and core digital services are accessible to all residents, including those with disabilities. The City’s goal is to achieve and maintain substantial conformance with digital accessibility standards by April 26, 2027. Our efforts include:

  • Following WCAG 2.1 Level AA standards established by the World Wide Web Consortium (W3C).
  • Providing staff training, tools, and resources on accessibility best practices.
  • Conducting regular accessibility reviews and testing.
  • Continuously improving website content and functionality.

Accessibility improvements will continue beyond this date as part of the City’s ongoing commitment to maintaining and enhancing accessible digital services.

Accessibility Features and Compatibility

The City’s website is designed to support accessibility through features such as:

  • Keyboard navigation and logical tab order.
  • Text alternatives for images and non-text content.
  • Proper heading structure and semantic HTML.
  • Sufficient color contrast and resizable text.
  • Compatibility with assistive technologies, including screen readers.

The website is designed to be compatible with:

  • Current versions of major browsers (e.g., Chrome, Edge, Safari, Firefox).
  • Assistive technologies such as screen readers (e.g., NVDA, JAWS, VoiceOver).

Lastly, web users may want to consider downloading the free Adobe Acrobat Reader, which can be used to read PDFs  (Portable Document Format) aloud. Once the PDF document is opened in Adobe Reader, select the View menu, then Read Out Load, then either Read This Page Only or Read to End of Document.

Non-Conforming Content

Accessibility is an ongoing process. Despite our efforts, some content may not yet be fully accessible. This may include:

  • Older documents and archived materials.
  • Third-party content not fully controlled by the City.

We are actively working to address these issues. When accessibility issues are identified, the City will take appropriate steps to:

  • Remediate the content.
  • Provide alternative access.
  • Implement long-term improvements.
