Request for qualification (RFQ)

The Parks, Recreation and Neighborhood Services Department’s Swim San José program has a long history of providing affordable aquatics services to San José residents. Historically, the services have been municipal programs that offer aquatics at affordable rates to participants with low to moderate-income levels. The City of San José currently owns six (6) aquatic facilities across six (6) council districts. Below is the list of the six (6) public pools and the Council Districts they are situated in:

• Alviso Pool (Council District 4)
• Biebrach Pool (Council District 6)
• Camden Pool at Camden Community Center (Council District 9)
• Fair Swim Center (Council District 7)
• Mayfair Pool at Mayfair Community Center (Council District 5)
• Rotary Ryland Pool (Council District 3)

The City of San José is seeking organizations to submit proposals to address operations at two (2) City-owned pools, the Alviso Pool and the Biebrach Pool. Organizations that are eligible will be placed in a qualified pool list for the City to negotiate with for placement at one or both sites.

Also, based on the current 2027-2031 budget forecast, additional service impacts may be realized in current and upcoming budget cycles. As a result, PRNS is seeking proposals to establish a qualified list of organizations to be considered for the operation of other City-owned pools, including Camden, Fair Swim Center, Mayfair, and Rotary Ryland pools, to address potential future impacts on services.

To register and access the application, please visit biddingo.com/sanjose. Completed proposals can only be submitted online via Biddingo. Proposals must be submitted by 5 p.m. PST on Thursday, September 24, 2026.

Applicants are strongly encouraged to register early and begin preparing their proposals to allow enough time to address any unforeseen issues that may arise during registration or submission.
