Budget & Staff

Office Budget

The 2019-2020 annual operating budget for our office is approximately $2.9 million, including $2.3 million in personal services costs, $69,000 in non-personal/equipment costs, and $475,000 for the annual external financial audit.

The City Auditor is appointed by and reports to the City Council.  The City Auditor’s Office currently has 15 staff. Our office's organizational chart illustrates our staffing structure.

Staff

Joe Rois

City Auditor

Joe joined the Office of the City Auditor in August 2008 and was appointed City Auditor in June 2019.  During his time with the City, Joe has worked on a variety of audit projects that have improved services for residents, identified cost savings, and made City operations more transparent.  Audit subjects have included direct services to the City’s residents, internal operations, and performance reporting on City services.  Immediately prior to joining the City, Joe worked primarily as a consultant for nonprofit clients in the Bay area, researching and reporting in different public policy areas.  From 1991 through 1999, he worked as a Certified Public Accountant in Seattle and Bellevue, Washington.  Joe has a Bachelor of Business Administration in Accounting from Gonzaga University and a Master of Public Policy from University of California, Berkeley.

Gitanjali Mandrekar

Supervising Auditor

Gitu has worked at the City Auditor’s Office since 1999. She holds a Master’s degree in Economics from San Jose State University and a Bachelors degree in Economics from Fergusson College, Pune, India.

Since joining the office, Gitu has participated in numerous audits that span a variety of departments citywide.  These include audits of IT General Controls, Police Overtime, Employee Hiring, Code Enforcement, Fire Injuries and Police Hiring.  Her work has been recognized by the Association of Local Government Auditors (ALGA) by being awarded the 2006 Knighton Award for “An Audit Of Citywide Grant Oversight” for the best audit among medium sized audit shops and an Honorable mention of the 2011 “Audit of Key Drivers of Employee Compensation”.

She has been a presenter at the national conference of the Association of Local Government Auditors, the Association of Government Auditors (AGA) and participated in peer reviews of the Berkeley City Auditor’s Office and the Los Angeles Unified School District’s Office of the Inspector General.

Alison McInnis Pauly

Senior Program Performance Auditor

Ali served as a summer fellow in the Office of the City Auditor in 2010 prior to joining the City as a Program Performance Auditor in 2012.  Since joining the Office, Ali has worked on audits of a variety of City services.  These include fire prevention, indirect cost allocation, employee and police hiring, police overtime, and the City’s retirement plans.

Ali is a native of San José.  She holds a Bachelor of Arts degree in Political Science from Stanford University and is a Certified Internal Auditor.

Juan Barragan

Program Performance Auditor II

Juan joined the Office of the City Auditor in February 2018.  Prior to joining the team, he worked for the State of California as a bank examiner, assessing the financial condition of state-chartered licensees and their compliance with applicable laws and regulations.  Juan is a native of San José.  He earned a Bachelor of Science degree in Business Administration from San José State University and is a Certified Public Accountant.

Christopher Bernedo

Program Performance Auditor II

Chris joined the Office of the City Auditor in February 2017.  Before joining the office, he worked as a labor organizer in San José and as an administrative intern with a labor union at Stanford.  Additionally, he worked as an intern with a market research nonprofit in Brazil.  Chris holds a Bachelor of Arts degree in International Relations from Stanford University.

Brittney Harvey

Program Performance Auditor II

Brittney joined the Office of the City Auditor in August 2016.  Since then, her work has included: Audit of Our City ForestAudit of Environmental Services Department Consulting AgreementsAudit of the Police Activities League, and the development of interactive dashboards displaying audit recommendations.  

Prior to joining the team, she consulted with various companies including a Fortune 250 electricity company as well as a large international meat packing company in organizational development and evaluation.  Additionally, she worked as a team science researcher, focused on discovering ways to improve team function and overall performance.  Brittney holds a Master of Arts in Positive Organizational Psychology and Evaluation from Claremont Graduate University, and a Bachelor of Science in Psychology from the University of New Mexico.

Stephanie Noble

Program Performance Auditor II

Stephanie joined the Office of the City Auditor in May 2016.Prior to her work as a program performance auditor, she worked as a research and publications associate for The Council of State Governments, as a research assistant at Georgia Tech, and as an intern in the Washington, DC office of Congressman John Lewis.

Stephanie earned her Bachelor and Master of Science degrees in Public Policy from Georgia Tech.

Caroline Wurden

Program Performance Auditor II

Caroline joined the Office of the City Auditor in October 2019.  Prior to joining the office, she was a performance auditor at the California State Auditor’s Office, where she worked on statewide audits including the California State University system, the State Bar of California, county programs for dually involved youth, and homelessness in California.  Her work on homelessness was recognized by the National Legislative Program Evaluation Society (NLPES) with a 2019 Certificate of Impact for effecting public policy changes, program improvements, and significant public impacts.

Caroline holds a Bachelor of Arts in Physics from the University of California, Berkeley, and is pursuing a Masters of Public Administration from the University of Southern California.

Shirley K. Duong

Program Performance Auditor I

Shirley joined the Office of the City Auditor in February 2018.  Prior to joining the office, she worked for a consulting firm in New York City working with foundations and nonprofits to improve their data efficiency and impact.  She also worked as Project Manager and Congressional Aide in the office of Congresswoman Zoe Lofgren.  In addition, Shirley has experience in program evaluation and community organizing focused on financial inclusion and education equity.

Shirley is a native of San José.  She holds a Masters of Public Administration degree from the School of Public Service at New York University and a dual Bachelor of Arts degree in Asian American Studies and Communications from University of California, Davis.

Katrina Gutierrez

Program Performance Auditor I

Katrina joined the Office of the City Auditor in September 2019.  Previously, she coordinated clinical trials for stroke recovery and conducted content research for parent education podcasts.  She earned her Bachelors of Arts degree in Psychology from Stanford University.  

Leonard Hyman

Program Performance Auditor I

Leonard joined the Office of the City Auditor in February 2018.  Prior to his work as a program performance auditor, he worked as an Personnel Analyst for the City of Los Angeles.  His previous work has included policy analysis and communications management in the public, private and nonprofit sectors.

Leonard earned his B.A. in English and his Master of Public Policy from the University of Southern California.

Marisa Lin

Program Performance Auditor I

Marisa joined the Office of the City Auditor in October 2018.  Previously, she interned at the City Auditor of Palo Alto, where she worked on audits in vendor payments and fee schedules. In addition, she has interned at a non-profit, an early-stage startup, and a socially-responsible mutual fund.

Marisa graduated from Stanford University in 2018 with a Bachelor of Arts degree in Economics.

Ebelechukwu Obi

Program Performance Auditor I

Ebele joined the Office of the City Auditor in October 2019.  Previously, she worked in project management in the tech and healthcare industries.  During her graduate program in Los Angeles, she interned in the City Manager’s/City Council’s Office for a neighboring city and held research positions with a faculty member and her school’s Center for Economic Development.   

Ebele is a native of Northern California.  She holds a Bachelor of Arts in Psychology with a minor in Government from Dartmouth College and a Master of Public Administration from the University of Southern California.

Vicki Sun

Program Performance Auditor I

Vicki joined the Office of the City Auditor in September 2019.  Prior to joining the office, she worked as a policy advisor for the Mayor’s Office in the City of San José, and lived and worked abroad as an English teacher before that.  She has also worked in the university and non-profit settings in the nexus of policy, program implementation, and community engagement, particularly around education, technology, and equity.

Vicki holds a Bachelor of Arts degree in Comparative Literature and a Masters in International Education Policy and Evaluation from Stanford.

Lupe P. Gonzalez
