Independent Police Auditor Notified of Officer-Involved Shooting
On Wednesday afternoon, January 21, 2026, the Office of the Independent Police Auditor (IPA) was notified of an officer-involved shooting (OIS) that occurred earlier at approximately 3:53 PM, in San José at Julian Street and the 87 Freeway. The IPA and assistant IPA responded to the scene. The incident remains under active investigation and details may evolve.
The incident began with an armed carjacking in San José. The stolen vehicle was later located in Hollister, where an officer-involved shooting involving Hollister PD occurred. The subject then committed another armed carjacking in Hollister and drove back to San José. A San José Police Department helicopter monitored the vehicle as it traveled from Hollister to San José.
The vehicle became disabled in San José and an officer-involved shooting occurred. The subject was also struck by a San José police vehicle and was pronounced deceased at the scene. During the exchange of gunfire, a San José Police Sergeant was struck by gunfire, transported to a local hospital, and is reported to be in stable condition.

The deceased was identified as Mohamed Husien, 30 years of age, from Davis, California. SJPD did not release the Sergeant’s identity.
IPA Response Procedure: The IPA responds to all officer-involved shootings and SJPD, through Internal Affairs, provides preliminary information at the scene. However, during the investigation that day, the IPA is not given access to the scene, body-worn camera footage, officer interviews, or investigative reports.
Approximately 90 days after the incident, the IPA is granted access to materials for participation on a review panel for the sole purpose of making training recommendations; the IPA does not assess whether the use of force complied with department policy at that stage. Full access to the Internal Affairs investigation file is not provided until all criminal investigations by SJPD and the District Attorney’s Office are complete, resulting in a significant delay before the IPA can conduct a comprehensive review. Once full access is granted, the IPA reviews the Internal Affairs investigation to determine whether it was conducted in a thorough, objective, and fair manner.
