Dwight A. White, Acting Independent Police Auditor
Mr. White has over a decade of experience in the criminal justice and police oversight field. Mr. White joined IPA in January of 2025. In 2021, Mr. White was selected to serve as the first ever Inspector General for the City of Sacramento. He conducted independent and confidential administrative investigations on officer-involved shootings, in-custody deaths, and excessive force cases for the Office of Public Safety and Accountability. Mr. White also conducted audits and reviewed misconduct complaints on members of both the Sacramento Police and Fire Department. In 2019, Mr. White was an Investigator with the Chicago Mercantile Exchange - Market Regulation Division, where he conducted complex investigations on financial traders, regarding unfair trade practices, fraud, and other white-collar violations. In 2017, Mr. White worked as an Investigator for the City of Chicago’s Civilian Office of Police Accountability (COPA), where he investigated a variety of police misconduct complaints which included officer-involved shootings, excessive force, and Fourth Amendment violations. Mr. White also became certified as a lead homicide investigator. Mr. White received a Bachelor of Science degree in Information Assurance and Security Engineering from DePaul University and received a J.D. from the University of Illinois - Chicago School of Law.

Catherine McBain, IPA Senior Analyst 
Catherine McBain is a San Jose native who joined the office of the IPA in June 2023. Coming from the library, she has experience with community outreach and collaboration and works diligently to continue to build community trust and partnerships. Catherine has a bachelor's degree in English Literature from DePaul University and a J.D. from Emory University School of Law. 

Vivan Do, IPA Senior Analyst
Ms. Do joined the office of the IPA bringing specialized experience in information technology. She values the conducive work environment at the IPA, which enables her to focus her technical skills on tasks related to computers and technology, including data analysis, database management, and systems optimization. Ms. Do earned a Bachelor of Science in Computer Information Systems from San José State University and has continued to broaden her expertise through advanced academic and professional development in the field.

Frank Myhre-Nunes, IPA Analyst II
Frank Myhre-Nunes joined the IPA in February of 2024. His background includes working as a Business Development Analyst for the large corporate law firms Wilson Sonsini, and most recently, Gibson, Dunn & Crutcher. Prior to that he was a legal intern for the San Francisco Department of Police Accountability. Frank has a bachelor's degree in criminal justice from San Francisco State University, and a J.D. from Golden Gate University School of Law.

John Bentley, IPA Analyst I
John Bentley joined the Office of the Independent Police Auditor (IPA) in June 2026. Prior to joining the office, he served as a trial intern with the Santa Clara County Alternate Defender's Office, worked in the United States Capitol for Representative Mary Peltola of Alaska, and was a research intern with California Rural Legal Assistance. He earned a bachelor's degree in Politics and Legal Studies from the University of California, Santa Cruz. John is passionate about promoting transparency, accountability, and public trust through independent police oversight and is honored to serve the San José community.

Rocio Solis, Office Specialist II
Rocio Solis has over 14 years of experience in the customer service and management field. Her background has primarily consisted of helping the underserved community in the financial field. The better part of her professional career has included a great deal of outreach efforts, to ensure her community is well informed, which she is looking forward to continuing to do within our office.
