What is the San José Independent Police Auditor (IPA)?

What does the IPA do?

The IPA:

Is the IPA part of the Police Department?

Anyone can file a complaint—residents, visitors, minors, or even anonymous individuals—if they have concerns about the conduct of an SJPD officer.

How can I file a complaint?

Complaints can be submitted in person, online, by phone, by mail, or via email. Forms are available in multiple languages. You can also contact the IPA office for assistance in submitting your complaint.

What types of complaints does the IPA review?

The IPA reviews complaints related to police misconduct, such as:

What happens after I file a complaint?

The IPA reviews the complaint and forwards it to the SJPD Internal Affairs Unit. The IPA monitors the investigation and audits the findings made in the investigation to ensure fairness and thoroughness. You will be informed of the outcome when the case is closed.

Can the IPA discipline officers?

No. The IPA does not have the authority to impose discipline. It provides oversight and recommendations. Disciplinary decisions are made by the Chief of Police based on the investigation’s findings.

How does the IPA promote transparency?

The IPA publishes annual and special reports detailing complaint trends, investigation outcomes, and recommendations for policy reform. These reports are available to the public and presented to the City Council.
