Climate Smart San José Plan 2025 Update

In 2018, the City Council approved the Climate Smart San José plan (Climate Smart). Since then, significant changes have occurred. To stay aligned with the latest climate science, updated data, and adopted City policies, the City is now revising Climate Smart to better reflect its climate goals. This update will ensure the plan remains effective, forward-looking, and impactful, guiding the City’s continued efforts to reduce emissions and support climate action.

The updated plan will be reviewed at upcoming public meetings:

  • Climate Advisory Commission — September 18, 2025
  • Youth Commission — September 22, 2025
  • Transportation & Environment Committee — October 6, 2025
  • City Council — December 2, 2025

Members of the public are welcome to attend these meetings and provide input. Instructions for participating in City Council and Commission meetings, including submitting public comments, are available on the City of San José Public Meetings webpage.

Why Update the Plan?

The needs of our community are evolving in response to the increasing impacts of climate change. Revising the Climate Smart is a proactive step to ensure that San José’s climate strategies remain targeted, up to date, and aligned with City goals—particularly the goal of carbon neutrality by 2030.

Key focus areas of the updated Climate Smart include:

  • Reducing Emissions Where It Matters Most: Prioritizing actions in high-impact sectors like transportation, buildings, and energy use through collaboration with City departments.
  • Adapting Strategies to a Changing Context: Updating strategies to reflect new policies, technologies, and local progress.
  • Improving Tracking and Expanding Scope: Incorporating Natural and Working Lands strategies and aligning metrics with the best available data and tools.
