City Certified C&D Recycling Facilities
City-Certified Construction and Demolition (C&D) Recycling Facilities divert a substantial amount of C&D debris from landfills. The City’s construction and demolition program has four facility certification types:
- Source Separated Facilities: Accept and process only source-separated materials, such as wood, concrete, or metal.
- Transfer Only Facilities: Transfer C&D materials to another City Certified C&D Recycling Facility.
- Transfer Station/Processing Facilities: Process source-separated and mixed C&D materials in a processing area using manual and heavy equipment separation.
- Landfills/Processing Facilities: Process source-separated and mixed C&D materials in a processing area using a mechanical processing line and/or mechanical separation.

All prospective facilities processing or accepting mixed C&D materials are required to have completed a third party certification by an approved City Third Party Verifier at the time of applying to become a City-Certified C&D Recycling Facility.

Current City-Certified C&D Recycling Facilities
All City-Certified C&D Recycling Facilities are required to complete an annual registration form every 12 months from City approval date.
In addition to monthly reporting requirements for the Third Party Verifier, an annual report must be submitted directly to the City with total inbound tonnage of material received by the City-Certified C&D Recycling Facility from the City of San José. The report is due by February 15 for the previous calendar year and must include a breakdown of all the recovered commodities and their end-uses, the disposal destination for residuals, and the recovery rate for the report period.
