San Jose Municipal Water System
San José Municipal Water System (Muni Water) is owned and operated by the City of San José. It is one of three drinking water suppliers in San José, along with privately-owned San Jose Water Company and Great Oaks Water Company.
Muni Water has grown from a relatively small water utility to the fourth largest water retailer in Santa Clara County. Today, we offer some of the lowest water rates in the San Francisco Bay Area while providing our customers with a safe and reliable water supply.

urban water management plan and water shortage contingency plan
Every five years, water providers must prepare a plan that details their current and future water supplies and demands. San José Municipal Water System (Muni Water) prepared the Draft 2025 Urban Water Management Plan and Water Shortage Contingency Plan for the North San José, Alviso, Evergreen, Edenvale, and Coyote Valley service areas. The 2025 Urban Water Management Plan projects water supplies and demands during normal and drought years over the next 25 years. The Water Shortage Contingency Plan establishes planned actions and processes that will be implemented during a drought, including water use restrictions. The San José City Council will hold a public hearings on, Tuesday, June 2, 2026, at 1:30 p.m., or as soon as the matter can be heard, to allow the public to provide comments and feedback on these plans. The hearings will be held at the City Council Chambers at City Hall, 200 East Santa Clara Street, San José, CA 95113.

Find Water Leaks
Detecting water leaks improves efficiency and saves money on your bill. In San José, repairs leaks must be started within five working days of a leak being detected.
Free Water Fixtures
Muni Water offers customers free water-saving shower heads and kitchen and bathroom faucet aerators. Customers can call the water conservation hotline at 408-794-6784 for more information and to request a water fixture. The fixtures are also available from Valley Water for customers who have completed a DIY Water Wise Indoor Survey. After completing this step-by-step guide, customers can fill out this electronic worksheet to request high efficiency shower heads, kitchen and bathroom sink aerators, and toilet flappers to be mailed to them directly.
