What is AB 1572?

California Assembly Bill 1572 (AB1572) restricts the use of potable/drinking water for irrigating nonfunctional turf at Commercial, Industrial, and Institutional (CII) sites including homeowner associations (HOAs) common areas statewide. Nonfunctional turf is defined as grass that serves no practical purpose for human activity or recreation. The ban aims to reduce water waste and promote more sustainable landscapes. 

Compliance Timeline

  • January 1, 2027 – Public properties owned by local governments.
  • January 1, 2028 – Commercial, industrial, and institutional properties.
  • January 1, 2029 – Homeowner association common areas.
  • January 1, 2031 – Properties owned by local governments in Disadvantaged Communities (DAC) or when state funding for turf replacement is available.

Compliance REPORTING

Properties with over 5,000 sq. ft. of irrigated turf must self-certify compliance to the State Water Board every three years.

  • CII properties starting June 30, 2030
  • HOAs starting June 30, 2031
