Stormwater treatment measures (STMs) are natural landscape-based systems that help clean rainwater before it flows into storm drains, creeks, and the Bay. STMs such as bioretention basins, tree-well filters, and infiltration basins remove pollutants in stormwater by filtering runoff through vegetation and soil.

As rainwater flows over paved surfaces, it cannot be absorbed into the ground, leading to erosion and pollutants such as motor oil, pesticides, and other harmful chemicals entering our local creeks.

New Development and Redevelopment Project Requirements

The Clean Water Act, administered by the San Francisco Bay Regional Water Quality Control Board, requires new and redeveloped projects to include STMs. These measures help prevent pollutants from reaching the City’s storm sewer system and local waterways.

The City operates its storm sewer system under the Municipal Regional Stormwater Permit. This permit requires development projects of a certain size to install and maintain STMs.

San José’s Planning Division requires such projects to submit their plans for how stormwater will be treated on their land. Visit the City's Planning, Building and Code Enforcement Department’s page for more information.

Post-Development Operation and Maintenance Requirements

San José Municipal Code 20.95.120 requires property owners to properly operate STMs. City inspectors will periodically review STMs for proper maintenance. This ensures compliance with regulations, effectively treated stormwater, and long-term functionality. Failure to meet the requirements may result in fines.

STM Sign in EnglishAll properties with STMs must have a sign that says, “Stormwater Treatment Measure — Do not alter or remove.” These signs must stay in place and always be visible.
