Fire Hazard Severity Zone Maps

The Fire Hazard Severity Zone maps were developed by CAL FIRE in response to major destructive wildfires, highlighting the need to identify high-risk areas and apply strategies to reduce wildfire threats. As a result, the California State Legislature mandated the mapping of these zones across all Local Responsibility Areas* under Government Code 51178.

Government Code 51178 requires the State Fire Marshal to designate areas as moderate, high, or very high fire hazard severity zones based on consistent statewide criteria. These designations consider factors such as fuel loading, slope, fire weather, and areas where high winds contribute to wildfire spread. Per California State Legislature requirements, the City of San José cannot reduce the size or severity of designated Fire Hazard Severity Zones but may expand or increase them if necessary.

*Local Responsibility Areas are incorporated cities, urban regions, and agriculture lands, where the local government is responsible for wildfire protection.
