Housing Production

The City of San José has adopted many housing-related policies and ordinances to encourage housing production, including affordable housing production.

Envision 2040 represents the official Development Policy to achieve the City's social, economic, and environmental goals. It establishes a goal for Citywide Affordable Housing: Preserve and improve San José's existing affordable housing stock and increase its supply such that 15% or more of the new housing stock developed is affordable to low, very low-, and extremely low-income households.

Note: This is a goal, not a requirement to be imposed on individual projects.
