The City of San José operates two Overnight Warming Locations (OWLs) every evening from November 1 through April 30.

The program is by referral only.  For information on the referral process, please contact HomeFirst at 408-510-7600.  Walk-ins will not be guaranteed a bed.

Safe Parking

The City of San José provides opportunities for homeless families and individuals living in cars and RVs to park in safe places overnight. More than 1,000 people sleep in vehicles on any given night in San José.

The City has created two types of Safe Parking programs.

The first is a City-operated program at two locations. Individuals and families interested in participating in this program should contact LifeMoves at 669-238-6193 or  

The second is an ordinance that allows businesses and non-profits to establish Safe Parking Areas in their parking lots. Any organization interested in creating a Safe Parking Area should contact Lorena Diez in the City’s Housing Department at (408) 975-4456 or The process for getting started includes a simple and FREE registration and inspection of the proposed parking lot.


Mobile Hygiene Program

The City funds a Dignity on Wheels Program.  It provides mobile showers and laundry service.  For more information about the program, please call 650-779-5065 or send an email to

Meal Service Program

Opening Doors 2020 operates a City-funded lunch program in downtown San José for hungry individuals. The lunch program is offered on Wednesdays, Saturdays, and Sundays, and provides nutritious meals. It is located at 304 North 6th Street. Meals are served indoors along with access to basic needs and safety net resources.
