Progress and Outcomes Over the Past 18 Months: Addressing Unsheltered Homelessness

The Housing Department's Homelessness Response Division, in collaboration with many nonprofit partners and public agencies across the City of San José and County of Santa Clara, transforms the lives of thousands of unsheltered residents each year while making our City more livable and welcoming for everyone. Below is a summary of the work we completed over the past 18 months -- July 1, 2024, to December 31, 2025 -- as we continue to prioritize ending the era of encampments and reducing unsheltered homelessness in our City.

From 7/1/2024 through 12/31/2025, the City added 13 new interim shelter sites, expanded one existing site, and added 1,209 units to significantly increase capacity in the City's housing continuum.

Columbus Park Case Study

From late summer through early fall 2025, the City of San José carried out an abatement at Columbus Park to address serious health, environmental, and safety concerns affecting both people living in the park and the surrounding community. City departments, including the Housing Department, worked together to engage with unsheltered individuals and support their transition from the park to safer places, including housing and shelter options. The Columbus Park project improved conditions for nearby residents and businesses while allowing the City to begin restoration of the park as a safe and welcoming public space for everyone.

Beautify San Jose: 18-Month review

BeautifySJ is a blight reduction and encampment management program within the Parks, Recreation, and Neighborhood Services Department.

The BeautifySJ Program works to reduce blight by removing graffiti, coordinating litter pickups and dumpster days, and cleaning up illegal dumping through services like neighborhood beautification, litter education, neighborhood engagement, and illegal dumping removal and prevention.

It also manages encampments by removing trash, providing clean-up services, and addressing pollution from recreational vehicles.

BeautifySJ helps improve neighborhoods, engage local residents, and keep public spaces cleaner and safer for all to enjoy.

Over-sized Lived-in Vehicle enforcement (OLIVE) Program - July 1, 2024, to present

The Oversized and Lived-In Vehicle Enforcement (OLIVE) pilot program is intended to help address the environmental and safety issues caused by oversized vehicles, including lived-in vehicles, parked on city streets. The program aims to:

  • Identify areas impacted by the parking of oversized and lived-in vehicles on city streets;
  • Establish temporary tow-away zones to allow clean up of impacted areas and encourage vehicles to relocate; and
  • Analyze the feasibility of installing permanent parking restrictions at select locations.
