Proposed Changes to Mobilehome Rent Ordinance
The City Council is considering changes to the Mobilehome Rent Ordinance. These changes are intended to:
- Improve data collection
- Increase transparency
- Improve and streamline program administration
- Add a mechanism for residents to enforce their rights
- Add a mechanism for owners to achieve fair returns on their investments

- Alignment of MRO with state law
- Separation of policy components and procedural components in the ordinance
- Strengthening of renters’ rights
- Establishment of a rent registry
- Specifying a process to address capital improvements
- Allowing a 10%, one-time increase in space rent when a mobilehome is sold
An online community meeting was held on November 20, 2025 to discuss the proposed changes. Additional community meetings will be held in December and January. Here are materials from the meeting on November 20:

The City Council will consider these changes to the Mobilehome Rent Ordinance at its meeting on January 27, 2026.
